answer text <p>The government has always been clear that providers can choose whether to offer 30 hours and what pattern of days and hours they offer parents. We have also been clear that government funding is not intended to cover the costs of meals or additional services. It is entirely reasonable for providers to charge parents for additional extras but this cannot be a condition of the child’s place.</p><p> </p><p>The independent evaluation of the 30 hours early delivery areas did not find that charges were a barrier to parents taking up a place. They also showed that over 80% of providers who previously delivered the free entitlements were willing and able to offer extended hours places.</p> more like this

answer text <p>The government determines the supply of newly trained teachers with Qualified Teacher Status through a Teacher Supply Model.</p><p> </p><p>There is no equivalent supply model to determine the number of early years teachers required and there is not a target set for recruitment of such teachers. answer text <p>The government set out in the 2015 Spending Review that 390,000 children are expected to be eligible for 30 hours free childcare.</p><p>The number of eligible children will increase through the academic year as more children turn three.</p><p>We do not have a robust estimate of eligibility at a regional and local authority level. Local authorities have a statutory duty under section 7 of the Childcare Act 2006 to secure early education places free of charge for all eligible children and we expect local authorities to carry out analysis to understand local demand.</p><p> </p> more like this

answer text <p>Six local authorities are currently exempt from statutory guidance. These are:</p><p> </p><ul><li>Hackney;</li><li>Hammersmith &amp; Fulham;</li><li>Hartlepool;</li><li>Kensington &amp; Chelsea;</li><li>Wandsworth; and</li><li>Westminster.</li></ul><p> </p><p> </p><p>These local authorities are testing a more flexible assessment process with the aim of delivering improved outcomes and focussed interventions for children and families. Each local authority is subject to conditions including if any concerns arise about the safety of children, the flexibility may be withdrawn. These exemptions relate to the following timescales from ‘Working Together to Safeguard Children’ statutory guidance:</p><ul><li>45 working days for completion of social work assessments;</li><li>15 working days between the strategy discussion and the initial child protection conference; and</li><li>10 working days from the initial child protection conference to the first core group meeting if a child becomes the subject of a child protection plan.</li></ul><p>Exemption from these timescales allow for local authority innovation in service delivery and empower social workers and their managers to determine the complex balance between ‘thoroughness and depth’ and the ‘timeliness and proportionality’ of each assessment.</p><p>These trials were instigated post the 2011 Munro Review of Child Protection.</p><p>All local authorities are monitored through regular Ofsted inspection regimes.</p><p> </p><p> </p><p> </p><p> </p>

answer text <p>Education is a devolved matter and therefore any steps taken in response to the Council of Europe Resolution 2036 are a matter for the relevant devolved administration.</p><p> </p><p>With regard to England, schools with a religious character make up a third of all state- funded schools and parents have a large degree of choice over how they can provide their children with an education in line with their own beliefs.</p><p> </p><p>The government also firmly believes in the importance of religious education. Good quality religious education can develop children’s knowledge of the values and traditions of Britain and other countries, and foster understanding among different faiths and cultures. That is why it remains compulsory for all state funded schools in England and Wales, including academies and free schools, at all key stages. Parents also have the right to ask for their child to be withdrawn for religious education.</p><p> </p><p>Religious education is part of schools’ activity to meet their legal duty to promote young people’s spiritual, moral and cultural development. We expect all schools to promote fundamental British values, and that includes encouraging mutual respect and tolerance of those with different faiths and beliefs.</p>
