answer text
Eligibility for the pupil premium is founded on the number of pupils recorded through the annual school census as claiming free school meals (FSM) currently or at any point in the last 6 years. The numbers and proportions of pupils attracting pupil premium each year are published here: https://www.gov.uk/search/advanced?group=guidance_and_regulation&topic=%2Feducation%2Fpupil-premium-and-other-school-premiums.

This shows a small downward trend in the proportion of pupils attracting the pupil premium since 2015, from 27.07% of the pupil population in 2015 to 25.13% in 2018. The reduction is seen in a large number of areas across the country and is related to there being fewer parents than in previous years claiming the benefits which would make their children eligible for FSM.

Schools and local authorities have worked hard over recent years to encourage all eligible families to register for FSM, to ensure that schools receive the full amount of pupil premium funding to which they are entitled. We provide an eligibility checking system to make the checking process as quick and straightforward as possible for schools and local authorities, and have developed a model registration form to help schools encourage parents to sign up for FSM.

answer text
The department has commissioned and published research on how schools are using the pupil premium funding that they have been allocated, to support pupils from financially disadvantaged backgrounds. For example, in 2015, a report was published detailing the findings of research led by the National Foundation for Educational Research. This looked at the strategies used by schools to raise the attainment of disadvantaged pupils and the characteristics of those schools in which such pupils have better outcomes . This report is available at:

https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/473974/DFE-RR411_Supporting_the_attainment_of_disadvantaged_pupils.pdf.

In monitoring the progress of our policy, we also take into account, evidence from research commissioned and carried out by other organisations on how schools are using the pupil premium. These organisations include the National Audit Office, which in 2015 published the findings of it’s inquiry into funding for disadvantaged pupils, which is available at:

https://www.nao.org.uk/report/funding-for-disadvantaged-pupils/.

The Sutton Trust also publishes annually the results of its polling of teachers and school leaders on school priorities for spending the pupil premium, the most recent results of which, are available at:

https://www.suttontrust.com/research-paper/best-in-class-2018-research/.

Policy officials also engage in ongoing discussions with schools on how they are using their pupil premium funding, in order to inform the development of our policy.

Furthermore, all local authority maintained schools publish details online for parents and other stakeholders, on how much pupil premium funding they have been allocated, how they are spending this funding to overcome the barriers to academic progress encountered by disadvantaged pupils and the impact this expenditure is having on eligible pupils.

answer text
The department counts the numbers of pupils eligible for pupil premium using a single census point in January to enable it to allocate pupil premium to schools by June. This gives certainty to schools about their pupil premium budget to allow them to plan it’s use effectively.

To make in-year adjustments to reflect the movement of pupils would introduce uncertainty. The EVER6 FSM measure is designed as a proxy measure to reflect relative deprivation in schools and is not intended to allocate a specific amount to an individual pupil. Schools have the ability to use their pupil premium allocation flexibly to meet the various needs of all eligible pupils. The funding model does take into account growing pupil numbers for schools that are newly opened or are continuing to grow by year group following opening. The department rarely receives queries from schools on this issue.
more like this
