answer	answer is ministerial correction date of answer 02/02/2021 answer text <p>The Joint Committee on Vaccination and Immunisation (JCVI) advises that the first priorities for any COVID-19 vaccination programme should be to reduce COVID-19 mortality and protect the health and social care staff and systems. As a result, they have based their prioritisation largely on age and those with clinical risk factors aged 16 years old and above.</p><p> </p><p>In line with the JCVI’s recommendations, individuals who regularly work with clinically extremely vulnerable individuals or those who have underlying health conditions, should receive the vaccine in line with social care workers. The local authority Director of Adult Social Services should have ultimate responsibility for identifying eligible social care workers, underlined by the principle aim of achieving high rates of vaccination amongst frontline social care workers who work closely and regularly with those who are clinically vulnerable to COVID-19. answer	answer is ministerial correction date of answer 21/04/2021 answer text <p>The Joint Committee on Vaccination and Immunisation (JCVI) has identified that frontline health and social care workers should be in prioritised for vaccination in phase one of the programme, as these staff are at high risk of acquiring COVID-19 infection and transmitting that infection to multiple persons who are particularly vulnerable to COVID-19 as well as to other staff in a healthcare environment. The JCVI, based on a review of current data, concluded that the first dose of vaccine provides substantial protection within two to three weeks of vaccination from severe COVID-19 disease. Whilst the second dose is important to sustain the protection and extend its duration, most of the initial protection from clinical disease is after the first dose of the vaccine.</p><p> </p><p>The National Health Service has offered vaccination to everybody in cohorts one to nine, including health and social care workers and will be delivering all second doses within 12 weeks. As of 4 April 2021, over half of NHS trust healthcare workers in the NHS Electronic Staff Record have now received the second dose of their vaccine. The JCVI has advised that the vaccine should be given to care home residents and staff, followed by people over 80 years old and health and social care workers.</p><p>We recognise the vital role unpaid carers play in caring for vulnerable individuals.
