answer	answer is ministerial correction date of answer 13/04/2016 answer text <p>The Government has introduced a new offence of coercive or controlling behaviour in an intimate or family relationship which came into force on 29 December 2015. The offence carries a maximum of 5 years imprisonment. Guidance for professionals on the new offence was issued on 5 December 2015.</p><p>The new offence will mean victims who experience coercive and controlling behaviour that stops short of serious physical violence, but amounts to extreme psychological and emotional abuse, can see their perpetrators brought to justice. answer	answer is ministerial correction date of answer 13/04/2016 answer text <p>Growing cannabis, whether for personal use or organised supply, is illegal and those who do so can face significant jail sentences.</p><p>The investigation and prevention of illegal cannabis cultivation is an operational matter for the police. We are currently undertaking a refresh of the strategy, to be published later this year. The previous Government signed the Istanbul Convention (the Council Of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence) and this Government remains committed to ratifying it but have made it clear that we will not do so until we are absolutely satisfied that we fully comply with all articles but amendments to domestic law, to take extra-territorial jurisdiction over a range of offences (as required by Article 44), are necessary before the Convention can be ratified.</p><p>The Ministry of Justice is currently considering the approach to implementing the extra-territorial jurisdiction requirements in England and Wales and will seek to legislate when the approach is agreed and Parliamentary time allows. Prostitution is a complex issue, which can impact on individuals and communities in many different ways, and we are clear that local areas and police forces are in the best position to identify and respond to issues around prostitution in their area. We put Domestic Homicide Reviews on a statutory footing in 2011 so that local areas and agencies identify lessons learned to help to prevent future homicides and violence. We have commenced a new domestic abuse offence to tackle controlling and coercive behaviour, and have rolled out Domestic Violence Protection Orders and the Domestic Violence Disclosure Scheme across the country. We have already committed £40 million between 2016 and 2020 to support domestic abuse victims, and provided £2 million to Safelives and Women’s Aid to support early intervention. However, there are protections in place for all citizens against hatred and verbal abuse.</p><p>The Government is absolutely clear that abusive and threatening behaviour – in whatever form and whoever the target – is totally unacceptable. This includes harassment committed in person, or using phones or the internet. The Protection from Harassment Act 1997 has provisions for prosecution where harassment has taken place on two or more occasions. answer	answer is ministerial correction date of answer 14/01/2016 answer text <p>Rape and sexual violence are devastating crimes which we remain committed to tackling. We expect every report of rape to be treated seriously from the point of disclosure, every victim to be treated with dignity, and every investigation and every prosecution to be conducted thoroughly and professionally.</p><p>We continue to work with the police to look at ways to improve their response to rape and sexual assault. We have supported the publication of data on rape for every police force in the country as a basis for improving recording and investigations of this crime. The Rape Action Plan, led by the Crown Prosecution Service and the National Policing lead for rape, ensures that investigators and prosecutors have both the right tools for handling these cases, and referrals from the police to prosecutors are improved to increase successful prosecutions.</p><p>We want victims to have the confidence to report these crimes to the police, knowing they will get the support they need and that everything will be done to bring offenders to justice, no matter where the offence takes place. Police recorded rape increased by 43% (to 31,621 offences) in the year ending June 2015 compared with the previous year. We do not hold figures on the number of rapes in England and Wales that took place in universities. This significant rise in the reporting of rape is the result of a renewed focus on the quality of crime recording and a greater willingness of victims to come forward.
