answer text <p>Work is ongoing following the Chancellor’s announcement in the Autumn statement requiring Departments to cap Civil Service headcount and then reduce to 2019 levels.</p><p> </p><p>By 2028, we need a refocused Civil Service workforce which will undertake prioritised projects through agile, skilled, and right sized teams who are delivering ‘what really matters’. We will create an environment where we are empowered, included, and recognised for who we are and what we do.</p><p> </p><p>Defence Design is driving system change to unlock a more effective and productive environment which in turn will enable this change in the workforce.</p><p> </p><p>Our civil servants play an essential role in delivering Defence outcomes and we hope that by utilising opportunities for process redesign, digitisation, corporate service modernisation and prioritisation that we can achieve better outcomes and accelerate the changes to our ways of working which are required to achieve a smaller, more productive and more agile civilian workforce.</p><p> </p>

The total detected fraud values vary slightly from those provided in the letter on 27 February, reference 3427, because the assessed detected value of fraud can change as a case progresses. answer text <p>The number and detected values of fraud listed below for each financial year represent the categories provided in Question 21551. The total detected fraud values vary slightly from those provided in the letter on 27 February, reference 3427, because the assessed detected value of fraud can change as a case progresses. Since 2010, the information capture requirement has evolved with reporting needs; this is most evident following a review undertaken in 2020.</p><table><tbody><tr><td colspan="15"><p><strong>Number of cases / detected fraud value (£k)</strong></p></td></tr><tr><td><p><strong>Fraud Category</strong></p></td><td><p><strong>2010/11</strong></p></td><td><p><strong>2011/12</strong></p></td><td><p><strong>2012/13</strong></p></td><td><p><strong>2013/14</strong></p></td><td><p><strong>2014/15</strong></p></td><td><p><strong>2015/16</strong></p></td><td><p><strong>2016/17</strong></p></td><td><p><strong>2017/18</strong></p></td><td><p><strong>2018/19</strong></p></td><td><p><strong>2019/20</strong></p></td><td><p><strong>2020/21</strong></p></td><td><p><strong>2021/22</strong></p></td><td><p><strong>2022/23</strong></p></td><td><p><strong>2023/24</strong></p></td></tr><tr><td><p>Civilian Allowances</p></td><td><p>1/218</p></td><td><p>1/65</p></td><td><p>3/39</p></td><td><p>4/4</p></td><td><p>2/11</p></td><td><p>3/3</p></td><td><p>9/113</p></td><td><p>11/166</p></td></tr><tr><td><p>Civilian Expenses</p></td><td><p>8/12</p></td><td><p>16/37</p></td><td><p>14/5</p></td><td><p>16/12</p></td><td><p>9/192</p></td><td><p>123/38</p></td><td><p>100/25</p></td><td><p>45/57</p></td><td><p>242/49</p></td><td><p>39/20</p></td><td><p>20/10</p></td><td><p>28/23</p></td><td><p>12/70</p></td></tr><tr><td><p>Civilian Pay</p></td><td><p>1/2</p></td><td><p>2/50</p></td><td><p>1/25</p></td><td><p>6/112</p></td></tr><tr><td><p>Service Allowances</p></td><td><p>1/2</p></td><td><p>4/287</p></td><td><p>2/34</p></td><td><p>4/20</p></td><td><p>9/144</p></td><td><p>9/62</p></td><td><p>12/233</p></td><td><p>10/79</p></td><td><p>12/140</p></td><td><p>22/300</p></td><td><p>48/984</p></td><td><p>38/746</p></td></tr><tr><td><p>Service Expenses</p></td><td><p>1/160</p></td><td><p>7/21</p></td><td><p>23/128</p></td><td><p>6/10</p></td><td><p>10/24</p></td><td><p>10/346</p></td><td><p>7/26</p></td><td><p>10/5</p></td><td><p>8/4</p></td><td><p>4/7</p></td><td><p>2/0</p></td><td><p>4/7</p></td><td><p>50/34</p></td><td><p>22/47</p></td></tr><tr><td><p>Service Pay</p></td><td><p>1/2</p></td><td><p>4/50</p></td><td><p>3/35</p></td></tr><tr><td><p>Cyber and communication</p></td><td><p>1/89</p></td><td><p>1/32</p></td><td><p>2/193</p></td><td><p>6/441</p></td></tr><tr><td><p>Departmental Income Related</p></td><td><p>1/0</p></td><td><p>1/89</p></td><td><p>1/6</p></td></tr><tr><td><p>Exploiting Assets and Information</p></td><td><p>2/150</p></td><td><p>7/10</p></td><td><p>8/5</p></td><td><p>5/177</p></td><td><p>8/543</p></td><td><p>9/476</p></td><td><p>11/673</p></td><td><p>19/572</p></td><td><p>25/743</p></td></tr><tr><td><p>Joint Personnel Administration, Travel &amp;
