I did so personally during my visit to Israel and subsequently.</p><p>In all but the most exceptional of circumstances demolitions and evictions are contrary to International Humanitarian Law. We work closely with the Global Polio Eradication Initiative through engagement at regular governance meetings as well as working with a wide range of other stakeholders including in encouraging others to provide financial support.</p><p> </p><p>We engage closely with parliamentarians through the International Development Committee and All-Party Parliamentary Group on Immunisations to raise awareness and support for continued financing and support to countries at high risk of polio outbreaks. answer	answer is ministerial correction date of answer 07/10/2019 answer text <p>The Foreign and Commonwealth Office does not consider that Mrs Zaghari-Ratcliffe's detention amounts to hostage-taking under the Hostages Convention 1979. In particular, the Convention expressly states that it does not apply to situations where the offence takes place wholly within a single State and in which both the hostage and perpetrator are nationals of that State. We do not accept our nationals being used as diplomatic leverage and exercising diplomatic protection in Mrs Zaghari-Ratcliffe's case formally raised it to a State-to-State issue. This includes consideration of the International Convention Against the Taking of Hostages 1979. The Convention expressly addresses situations in which an individual commits the offence of hostage-taking; it does not define the circumstances in which a State could be responsible for hostage-taking. In considering whether or not someone is a hostage under the Convention, the UK will have regard to the definition of hostage-taking at Article 1 and the exemption for offences which take place wholly within a State in which both the hostage and perpetrator are nationals of that State.</p><p>In considering what action to take to assist a British national overseas, the Government will always take into account any relevant international law obligations and UK policy. Our public guidance sets out that the UK can provide consular support to British nationals detained by foreign governments outside the UK including making early contact, notifying family and friends on request and offering information about the local legal system. Our support for implementation of the political declaration includes funding to the World Health Organisation to assist countries to develop Universal Health Coverage country plans and the health financing strategies needed to meet the commitment to increase public spending on health, with an emphasis on primary health care. <a href="https://www.gov.uk/government/speeches/alok-sharma-speech-to-un-general-assembly-on-universal-health-coverage" target="_blank">Our announcement</a> at the UN General Assembly of £600m to buy family planning supplies will <a href="https://www.telegraph.co.uk/global-health/women-and-girls/uk-announce-600m-aid-family-planning-us-ramps-anti-abortion/" target="_blank">provide access to family planning</a> for 20 million women and girls each year up to 2025. Over the last 50 years it has minimised the proliferation of nuclear weapons; provided the framework for significant levels of nuclear disarmament – the UK has reduced its warhead numbers by over half since their Cold War peak – and provided the framework to develop secure and safe peaceful uses of nuclear energy globally.</p><p>The UK continues to work with its allies to encourage all possessor states to recognise their responsibilities and remain committed to the gradual multilateral disarmament negotiated within the framework of the NPT, as the security situation allows. For example, the UK is chairing the P5 process, a forum for the UK, US, France, China and Russia to discuss disarmament and non-proliferation issues. It builds trust and confidence, and contributes to improving the current security environment. We repeatedly call for her release at the highest levels and our Embassy in Tehran continues to request consular access. The Prime Minister raised his concerns about dual national detentions with President Rouhani on 24 September. The Foreign Secretary raised his concerns with Iranian Foreign Minister Zarif on 17 September and met Mrs Zaghari-Ratcliffe's husband on 2 September to reinforce the UK's support in bringing his wife home. The Government is very concerned at the high numbers of Palestinian children killed and injured by Israel Defense Forces in the West Bank and Gaza.
