answer	answer is ministerial correction date of answer 11/02/2020 answer text <p>We are active diplomatically to call on all parties to the conflict in Idlib to adhere to agreed ceasefires and abide by their obligations under International Humanitarian Law. We have repeatedly raised the issue at the UN Security Council. The Prime Minister discussed the situation in Idlib with President Erdogan, President Macron and Chancellor Merkel at their meeting on 3 December 2019. Senior officials have since discussed the situation there with their counterparts in Turkey and the UN Special Envoy, as well as raising serious concerns about the Idlib offensive with Russian counterparts. On 28 January, the UK hosted a meeting of Special Envoys of the Small Group on Syria (Egypt, France, Germany, Jordan, Saudi Arabia, the United Kingdom and the United States) to discuss the situation in Syria, including the need for de-escalation in Idlib. We have made this clear in the UN Security Council and UN Human Rights Council. We have had no diplomatic relations with the Syrian regime since 2012, and therefore have made no representations to the Syrian Government on recent attacks in Idlib. We are using UK aid to support protection of civilians in Idlib, including an early warning system to alert civilians of airstrikes and support to emergency search and rescue teams. The UK wants to see a swift, and thorough, investigation by the UN Commission of Inquiry on Syria into these allegations. White phosphorus is not classified as a chemical weapon and is in itself is not subject to export controls, but it must be used in accordance with International Humanitarian Law. The Prime Minister spoke to President Erdogan on the 12 and 20 October and called on Turkey to end its military operation. The Foreign Secretary and Defence Secretary also conveyed this message to their Turkish counterparts while I did so with my counterpart, Deputy Foreign Minister Önal, on 26 October. I welcomed the fact that the US-brokered ceasefire appears to be holding and urged this to continue.
