answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>Freedoms of speech, assembly, the press, movement, correspondence, travel, of strike, and academic research are all guaranteed rights under the legally binding Sino-British Joint Declaration of 1984.</p><p>The British Government supports the Hong Kong people's right to peaceful and lawful protest, which is also one of the fundamental freedoms in Hong Kong. It is imperative that any protests are conducted in a peaceful manner, and that the authorities' response is proportionate. answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The UK is the third largest donor to the Global Polio Eradication Initiative (GPEI) and has committed £1.3 billion in total since 1995. In Afghanistan and Pakistan GPEI are working to reach children in inaccessible regions that have been missed by vaccination campaigns. They are also tackling misinformation campaigns that severely affect vaccine uptake. UK funding contributes significantly to these efforts.</p><p> </p><p>The UK are observers on the Polio Oversight Board and represent all state donors on the Strategy Committee, which gives us a position from which to influence the activities of the programme at a strategic level. The UK is clear that no health workers or aid workers should be at risk of violence, and that they must have the protection they need from the responsible authorities to allow them to do their jobs in safety. While we recognise Israel’s right to security, we have repeatedly made clear to Israel our longstanding concerns about the way Israel Defence Forces (IDF) police protests and the border areas in Gaza, including our concerns about the use of live ammunition and excessive force by the IDF. We regularly raise with the Government of Israel the urgent need to ease all access and movement restrictions on Gaza, including for health workers.</p><p> </p><p>The UK continues to strongly support the delivery of humanitarian assistance in Gaza. In 2019, the UK is supporting urgent medical needs through the International Committee for the Red Cross and the World Health Organisation. In a conflict context, where the state authorities are unable or unwilling to do this, international accountability mechanisms may be invoked, as appropriate. answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>In 1988, when the Global Polio Eradication Initiative (GPEI) was founded, there were 350,000 cases of paralysis from polio every year. In 30 years, with UK support, GPEI has led efforts that have reduced cases of polio by 99%.</p><p> </p><p>DFID closely monitors progress towards eradication through a number of mechanisms including our membership of GPEI’s key governance bodies and our country-level engagement. There has been a slight increase in polio cases this year compared to the last. The last step – reaching all children in inaccessible and often conflict-affected areas – is proving the most difficult. However we have stressed to Israel the need for independent and transparent investigations of deaths. We are deeply concerned by the significant deaths and injuries of civilians in Gaza over the last year. We urge the Israeli Government to publish the findings of the investigations launched by the Military Attorney General on 13 March. The UK remains concerned about the use of live ammunition and excessive force by the Israel Defense Forces. While Israel has the right to self-defence, it is vital that its actions are proportionate and seek to avoid civilian casualties.
