Of the £440,000 under this grant, the Society estimates that some £80,000 over the two years will have been spent on the exclusions work. answer text <p>I have asked Ofsted to respond using the data they hold on registered childcare places. HM Chief Inspector, Sir Michael Wilshaw, has written to the Rt. hon Lady, and a copy of his response has been placed in the House Libraries. Some providers such as schools with nursery provision for children aged 3 or over are exempt from registration. The number of places therefore may not include the full range of early years provision available in the area.</p><p> </p><p>In addition, the Department for Education's Childcare and Early Years Providers Survey collects data on all registered childcare places, including those in maintained schools and nurseries. These figures are therefore more comprehensive than the Ofsted figures; however data is only available at a national and regional level.</p><p> </p><p>The table below provides data for 2009, 2010 and 2011. This shows that in 2011 there were 141,800 early years places in schools in London. Data is not available for 2012. answer text <p>In March 2013, my Rt hon. Friend, the Secretary of State for Education, appointed Professor Julian Le Grand as Chair of a panel undertaking a review of Doncaster Children's Services, as announced in a letter dated 25 March 2013 to the then Mayor of Doncaster, Peter Davies. The letter is published on the Department's website: <a href="https://www.gov.uk/government/publications/doncaster-childrens-care-direction-for-improvement-march-2013" target="_blank">https://www.gov.uk/government/publications/doncaster-childrens-care-direction-for-improvement-march-2013</a>. Professor Le Grand submitted his Report to Ministers in May 2013. Professor Le Grand was subsequently asked by my hon. Friend, the Minister for Children and Families, to chair another panel to consider ways forward for Birmingham's Children's Social Care Services, as announced in a letter to the leader of Birmingham Council, Albert Bore, on 29 November 2013. The letter is also published on the Department's website: <a href="https://www.gov.uk/government/publications/edward-timpson-writes-to-birmingham-city-council" target="_blank">https://www.gov.uk/government/publications/edward-timpson-writes-to-birmingham-city-council</a>. The Report of this work was submitted to Ministers in February 2014.</p><p> </p><p>Professor Le Grand received no remuneration for his work on either Review. The Department for Education met reasonable travel, accommodation and other expenses for Professor Le Grand which were wholly, exclusively and necessarily incurred in relation to this work in accordance with the Department's policies.</p>

answer text <p>I have received a large number of invitations to discuss this topic and sadly cannot accept nearly as many as I would like to.</p><p>Nevertheless, I have listened to the views of the hon. and Rt hon. Members, as well as those of colleges and other providers of 16-to-19 education. I am pleased that we have been able to afford to mitigate the impact of the funding reduction on 18-year-olds in the academic year 2014/15. We will cap any losses in relation to this at 2% of the funding that an institution receives for the education of 16-to-19 year olds.</p><p>However, the overriding need to tackle the budget deficit remains, and so the full funding reduction for 18-year-olds will still be necessary in 2015/16. answer text <p>The Early Years Foundation Stage framework makes clear that providers must have and implement a policy and procedures to promote equality of opportunity for children in their care, including support for children with special educational needs (SEN) or disabilities.</p><p> </p><p>The Government is introducing wide-ranging reforms through the Children and Families Act 2014 to improve provision and support for children and young people with SEN and disabilities from birth up to the age of 25.</p><p> </p><p>The Act requires local authorities to publish a local offer of services for children with SEN or a disability which will include children with cerebral palsy. The local offer will set out in one place information about provision families can expect to be available across education, health and social care for children and young people who have SEN or are disabled, including those who do not have Education, Health and Care (EHC) plans.</p><p> </p><p>The local offer will also provide parents with clear, comprehensive and accessible information about the services and support available and how to access it, including that from Early Years services. This should include relevant services from agencies such as Portage and Early Support, arrangements for identifying and assessing children's needs in the early years and support available to parents to aid their child's development at home.</p><p> </p><p>The offer will make provision more responsive to local needs and aspirations by directly involving families and service providers in its development and review, enabling them to have a greater say in how services and support develop over time.</p><p> </p><p>The new birth to 25 SEN Code of Practice, due to come into force from September 2014, will set out clear expectations for practitioners on how they work together with families of children with SEN or disability to understand their child's needs and help them to access support quickly.</p>
