It is therefore given at a level of generality that applies to all living things. The surveys of childminders and parents were carried out to supplement fieldwork carried out with organisations trialling and testing elements of the agency model. The surveys were not intended to be fully representative of local populations and sample sizes were small. 1,622 survey packs were sent out to childminders and 3,426 packs were sent out to parents.
