The Government is concerned at the growing use of overarching contracts of employment by employment intermediaries such as “umbrella companies”. The Government will review these arrangements and has published a discussion document inviting representations from interested parties to inform potential future action. There is no estimate of tax revenue lost from the use of umbrella companies in the construction industry alone
