answer text <p /> <p>Capita is currently providing electronic monitoring services under an interim contract while the new contracts are mobilised. Capita subcontracts with a number of companies to deliver these services; namely, G4S, Serco, Lex Autolease, Nacro, Vodafone and TNT Express.</p><p> </p><p>Under these transitional arrangements, Capita is responsible for managing the electronic monitoring service using the equipment and systems inherited from G4S and Serco. The involvement of the former suppliers will come to an end once the new contracts have been fully mobilised.</p> more like this

answer text <p>The Department does not hold a comprehensive record of how many such meetings took place.</p><p> </p><p>Prior to the competition for replacement electronic monitoring services we engaged the market widely, meeting interested parties in a series of sessions to consider the opportunities presented by emerging technology.</p><p> </p><p>Once the competition was under way, following publication of the OJEU contract notice in February 2012, the Department held various meetings with suppliers selected as bidders and preferred bidders, including negotiations as part of the competition.</p><p> </p> more like this

answer text <p>The number of escapes from custody has been falling since 1995 when central records began, despite an increasing prison population. Absconds have reached record lows under this Government, falling by more than 80 per cent in the last 10 years, but we have not been complacent. We have made major changes to tighten the system. Offenders who escape or abscond are an extremely small proportion of the almost 86,000 offenders in the prison system at the moment.</p><p> </p><p>To establish what offences were committed by escaped or absconded prisoners would require the examination of core records for each prisoner that had escaped or absconded since 2010. This could only be achieved at disproportionate cost.</p><p> </p><p>The table below shows the details of escapes occurring from prison escort vans between April 2010 and March 2014. The offence and sentence length is that recorded at the time of the escape. All prisoners who escaped from prison vans have subsequently been arrested and returned to custody. answer text <p /> <p>We take a zero tolerance approach to contraband in prison and use a range of robust security measures to find them, including searches and specially trained dogs. Prisoners who are found with contraband face tough punishments including having their privileges removed, getting time added onto their sentence and may be referred to the police for prosecution.</p><p> </p><p>We are committed to focussing our efforts on preventing drugs from entering custody and an intelligence led approach to using MDT tests most effectively and programmes and support to ensure that prisoners can stay free from drugs in custody. The national positive rate of MDT samples has remained reasonably static since April 2010, with the rate between 7.0% and 7.4%, down from 24.4% in 1996.</p><p> </p><p>A table showing the number of mandatory drug tests that have taken place in each prison in each quarter since 2006 has been placed in the House Library.</p><p> </p><p>All figures used in providing this document have been drawn from live administrative data systems which may be amended at any time. Although care is taken when processing and analysing the returns, the detail collected is subject to the inaccuracies inherent in any large scale recording system. The data are not subject to audit.</p>

answer text <p /> <p>Release on temporary licence is not an entitlement and each prisoner is rigorously risk-assessed before they are allowed to be released on ROTL. All prisoners must wait until the latter part of their sentence for resettlement ROTL, and those convicted of terrorism-related offences are subject to the tougher, Restricted ROTL process that the Government introduced last year.</p><p>In the period January 2010 to 14 November 2014 15 prisoners convicted of a Terrorism Act offence or of an offence that was terrorism-related, where the motivation stemmed from an extreme ideology, were released on temporary licence.</p><p>The 15 prisoners represent a range of ideologies and contain a number of animal rights activists.</p> more like this

answer text <p /> <p>A fixed-term recall is one where an offender on licence is recalled for a 28 day period before being automatically re-released. It is available only to those offenders on licence who are not assessed as presenting a high risk of harm to the public. Offenders who are assessed as presenting a high risk of harm are not eligible to receive a fixed-term recall and will be given a standard recall, under which they can remain in custody, potentially, until the end of their sentence. They will be released before the end of their sentence only if the Parole Board or Secretary of State is satisfied they no longer need to be detained to protect the public.</p><p> </p><p>The statutory provisions for fixed-term recalls were included in the Criminal Justice and Immigration Act 2008 and commenced in July 2008. The provisions were amended by the Legal Aid, Sentencing and Punishment of Offenders Act 2012 and commenced in December 2012. The amendments were designed to provide offender managers with additional flexibility to determine whether a fixed-term recall was the appropriate way to respond to an offender’s breach of his licence conditions, notwithstanding that he had been given a fixed-term recall on a previous occasion.</p><p> </p><p>This Government is introducing a new test, in the Criminal Justice and Courts Bill, which must be applied to determine the type of recall given to an offender and to decide whether to re-release a recalled offender. The new test will ensure that any offender who has abused a fixed-term recall previously and persistently and wilfully refused to comply with his licence conditions will not receive a further fixed-term recall. The test will guide offender managers, so that all relevant considerations are taken into account before a decision is taken on the type of recall appropriate to deal with the breach of licence conditions.
