answer	answer is ministerial correction date of answer 08/06/2016 answer text <p>The Civil Aviation Authority (CAA) was commissioned to research and produce the 2014 Government Spaceplan Review of commercial spaceplane certification and operations. In addition to identifying key criteria for UK spaceports, and identifying potential locations based on these, the Spaceplane Review also set out the potential for horizontal spaceplane operations from the UK and provided prospective businesses with the detailed groundwork for making commercial spaceflight operations in the UK a reality. This work is now providing the basis for the legislative measures that will be brought forward in the Modern Transport Bill to enable a broad commercial space market to develop in the UK. The Department for Transport contributed approximately £223,000 to this Review and the CAA’s subsequent work. Single year comparisons don’t always tell the full story. They can be affected by a number of factors including how the statistics are measured (whether cyclists were on the road or a cycle path for a particular segment of their journey), weather or even topical events (such as the Tour de France, which may explain the significant spike in 2014). The Government remains committed to increasing cycling and doubling the number of journeys. On 27 March the Government published its first Cycling and Walking Investment Strategy in draft. And it is this Government which is delivering the Cycling and Walking Investment Strategy will establish for the first time the strategic framework for increasing cycling and walking in England - the first step towards achieving long-term change.</p><p> </p><p>Regional figures per head for 2015/16 are available centrally for the Local Sustainable Transport Fund, Cycle Rail and Transport for London, and expenditure per head per region for these programmes for 2015/16 is included in the table below. We have also now compiled information on regional spend on Bikeability, which is also reflected in the table below.</p><p> </p><p>Note that the Department does not hold a record of regional breakdowns of cycling spending under the Integrated Transport block, Highways England and Local Growth Fund programmes. The Secretary of State also set out that the Modern Transport Bill will create the right framework for the market to select what the best location for a UK spaceport will be. The Government’s ambition is that the United Kingdom’s space economy should account for 10% of the global space economy by 2030 - worth some £40 billion per year. The Cabinet Secretary’s involvement is also normal for projects on the scale of HS2.</p><p> </p><p>The IPA’s role on the Government's Major Projects Portfolio is to provide expertise in infrastructure and the financing, delivery and assurance of major projects, to support more effective management and delivery across government. answer	answer is ministerial correction date of answer 10/05/2016 answer text <p>The Fourth Railway Package has no impact on this provision of domestic primary legislation, which prohibits the award of passenger rail franchises to public sector operators. The EU legislation would not itself prohibit awards to public service operators if in future the domestic prohibition were removed.
