answer text <p>A list of academies that have moved trust was published in September 2017 in an ad-hoc statistical release “Academy transfers and Funding”. The publication includes information on the new trust and previous trust for each financial year between 2013/14 to 2016/17 and is available at the following link:</p><p><a href="https://www.gov.uk/government/publications/academy-trust-transfers-and-grant-funding" target="_blank">https://www.gov.uk/government/publications/academy-trust-transfers-and-grant-funding</a>.</p><p>Information on trusts which have received a financial notice to improve in 2016 and 2017 can be found in the attached table. answer text <p>I am unable to reveal the names of academies awaiting transfer to another trust. We are committed to transparency, but this should not undermine the process of rebrokering by exacerbating any uncertainty. Where transfers do happen, these are announced as soon as possible and when appropriate, so that transfers can happen smoothly and in the best interests of pupils.</p> more like this

answer text <p>Where concern is identified, the Education and Skills Funding Agency will respond proportionately to the severity of the risk, taking into account the scale and nature of the issue and any local circumstances. Where there are significant concerns about financial management and/or concerns about governance in an academy trust (including a multi-academy trust or constituent academies within a multi-academy trust) it may issue, and publish, a Financial Notice to Improve (FNtI). The trust must comply with all the terms of an FNtI. Failure to comply will be deemed a breach of the funding agreement by virtue of the relationship between the funding agreement and the Academies Financial Handbook. In exceptional circumstances, the funding agreement may be terminated due to non-compliance with the terms of the FNtI.</p> more like this

answer text <p>Accountability is founded on a clear framework communicated and regulated by the Education and Skills Funding Agency (ESFA), with effective oversight and compliance based on proportionate risk assessment, and robust intervention when things go wrong.</p><p> </p><p>Where concerns arise, the ESFA works with trusts to prevent financial instability and enable them to recover their financial position and return to stable governance.</p><p> </p><p>Intervention is always proportionate and risk-based and linked to non-compliance with requirements set out in the Academies Financial Handbook and academies’ funding agreements. Each case is assessed on its merits and the ESFA has a range of actions ranging from corresponding with trusts through to the termination of a trust’s funding agreement.</p><p> </p><p>The ESFA’s approach considers the issue and local circumstances. Where an academy trust requires additional support, the ESFA will work with the trust to help it reach a stronger position. Where there is a risk to public funds, the ESFA will intervene in a way that is proportionate to the risk and preserves the effective education of children, including in the most serious cases termination of the Funding Agreement.</p><p> </p><p>The ESFA are always looking to strengthen their ability to identify risk, developing significant support for greater school efficiency and are proactive in assessing risk to prevent financial issues arising in academy trusts.</p>

answer text <p>The department publishes performance data for all multi-academy trusts (MAT) with at least three schools that have been in the trust for at least three years (for each of key stage 2 and key stage 4 individually). Many trusts are delivering above average performance. For example, at key stage 2 more than half the MATs included in the 2016 measures had above average pupil progress scores in writing and maths.</p><p>Where academies are underperforming, the department acts swiftly to address failure and secure improvement. Regional Schools Commissioners (RSCs) and their teams work with trusts on a case-by-case basis to determine the best course of action.</p><p>Ultimately, if the trust cannot make sufficient improvement for a school, the school may be transferred to a new trust with the capacity and capability to raise standards for pupils.</p><p>The department considers evidence from a wide range of sources when developing policy.</p><p> </p><p> </p><p> </p> more like this

answer text <p>The Department is committed to a school system in which all children have access to a good school place. Regional Schools Commissioners (RSCs) are responsible, on behalf of the Secretary of State, for holding all academies, including multi-academy trusts, to account and will intervene where necessary to bring about rapid improvement.</p><p> </p><p>Re-brokered academies are subject to the same accountability mechanisms as maintained schools, including publication of pupil results in school performance tables. RSCs consider the performance of all academies in their region at appropriate points in the academic year such as at key stages of their growth or following the publication of exam results or Ofsted inspection reports. As part of this, they will monitor pupil attainment and Ofsted grades and make sure that re-brokered academies are receiving sufficient and appropriate support in order to secure the required improvements.</p> more like this
