answer text <p>The Budget and Spending Review in October 2021 confirmed a total £100 billion of investment in economic infrastructure over the Spending Review period to benefit every part of the UK.</p><p> </p><p>The new UK Infrastructure Bank also opened for business in June 2021 and is partnering with the private sector and local governments to increase investment in infrastructure. With £22 billion of financial capacity, the Bank has already successfully supported three loans, including two private sector loans, investing in offshore wind, solar energy, and broadband.</p> more like this

answer text <p>The Chancellor continues to engage with G7 partners and International Financial Institutions on progressing current and future support to Ukraine. This includes a G7 Finance Ministers and Central Bank Governors meeting held on 1 March with the Ukrainian Finance Minister.</p><p> </p><p>Alongside our allies, we’ve hit Russia with the most severe package of sanctions it has ever seen and our economic and humanitarian support to Ukraine now totals around £400 million. This includes USD$100 million of funding to Ukraine through the World Bank Multi-Donor Trust Fund and that we stand ready to provide USD$500 million in loan guarantees to support Multilateral Development Bank lending. This support has also enabled a package to be agreed on 8 March of over $700m for direct fiscal support to Ukraine via the World Bank, to help mitigate direct economic impacts.</p> more like this

answer text <p>HM Treasury regularly monitors changes in the consumer credit market, including the impact of economic developments, as part of its normal process of policy development.</p><p> </p><p>However, it does not hold information regarding the impact of increasing living costs on the number of people using Buy-Now Pay-Later (BNPL), or the prevalence of the use of BNPL products to purchase essential items. Instead, HMT draws on the research of various stakeholders, including consumer groups and the wider financial services industry, to inform policy development.</p><p> </p><p>The Woolard Review into the unsecured credit market found several potential risks of consumer detriment from interest-free BNPL products. The Government recognises those risks, but also notes that as an interest-free product, BNPL can often be lower-risk than other forms of borrowing and a useful tool to help consumers manage their finances. That is why on 2 February 2021, the Government announced its intention to regulate BNPL products in a proportionate manner.</p><p> </p><p>The Government published a consultation on policy proposals for the regulation of BNPL on 21 October 2021, which closed on 6 January 2022. answer text <p>Roman Abramovich is a designated person, subject to financial sanctions. This means that all funds and economic resources belonging to him are subject to an asset freeze in the UK. As such, Chelsea Football Club and its subsidiaries are also subject to an asset freeze.</p><p> </p><p>General Licence INT/2022/1327076 permits the Club to undertake activities that are necessary to carry out its business as a football club, including playing and hosting fixtures. Although the licence allows payment to the club for certain activities those funds will be frozen; Roman Abramovich will not be able to access them. The licence only permits certain limited activities, it does not authorise anyone to deal with Roman Abramovich’s funds or economic resources, or make funds or economic resources available, to him or the Club outside the terms of the licence.</p> more like this
