answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>The UK Shared Prosperity Fund is the Government’s manifesto commitment to reduce inequalities between communities across our four nations by raising productivity, once we have left the EU.</p><p>The Government recognises the importance of reassuring local areas on the future of local growth funding once we have left the EU and providing clarity on the UK Shared Prosperity Fund.</p><p>The Government has over the past year, held 25 stakeholder engagement events across the UK with representatives from a breadth of sectors, in order to aid policy development. The consultation will build upon these conversations.</p><p>The Government has now reached agreement with the EU on an extension until 31 October at the latest, with the option to leave earlier as soon as a deal has been ratified. We believe that leaving with a deal is the best outcome and remain focused on ensuring our smooth and orderly withdrawal from the EU. It is right, however, that we also continue to prepare for all scenarios. The Government’s 25 year environment strategy 'A Green Future: Our 25 Year Plan to Improve the Environment' has committed to supporting water companies, high street retailers, coffee shops and transport hubs to offer new refill points for people to top-up water bottles for free in every major city and town in England.</p><p>The water industry is a key partner in delivering our commitment to create a nationwide network of refill points. Through the Refill campaign a free app is now available to the public which signposts to over 20,000 free refill points and is estimated to save over 100 million single use bottles from entering our waste stream by the end of 2019. The Department has a number of policies in place to recognise the occasional circumstances in which staff might work more than their conditioned hours. These include the flexi-credit system in which staff can accrue flexi hours to allow time off at a later point should they choose to enrol in the flexi policy. They also have the chance to take TOIL (time off in lieu) for any additional time worked. Approved overtime is agreed with managers in advance and remunerated in line with our overtime policy.</p><p>The Department ensures that the requirements of the Working Time Regulations of 1998 as regards civil service working hours are adhered to and has a commitment to the well-being of our staff which aims to ensure that everyone has a good work/life balance. We want to create a working environment that allows people to flourish and thrive through positive, supportive relationships which recognise the importance of individual wellbeing, and how this may be affected by working patterns and practices. Parliament has rejected leaving without a deal multiple times, although this remains the legal default at the end of the extension period. In light of the agreed extension, we will make sensible decisions about the timing and pace at which some of this work is progressing, but we continue to prepare for all Brexit scenarios. Ministers continue to review these preparations to ensure the UK is prepared for all Brexit scenarios. <br> <br> As a responsible Government, we've been preparing to minimise any disruption in the event of no deal for nearly three years. We are putting in place a range of mitigations, these include ensuring we have comprehensive contingency plans to enable us to support local authorities, communities and local economies in a no deal scenario; a programme of work to understand and manage the implications on our housing delivery objectives; and managing our exit from existing European funding programmes, progressing work on the replacement UK-Shared Prosperity Fund. <br> <br> The Treasury has allocated over £4.2 billion of additional funding to departments and Devolved Administrations for EU exit preparations so far. This breaks down as £412 million over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign &amp; Commonwealth Office (Autumn Statement 2016); £286 million of additional funding for 2017/18 (a full breakdown of which can be found in Supplementary Estimates 2017/18); over £1.5 billion for 2018/19 (Supplementary Estimates 2018/19); and over £2 billion for 2019/20 (Main Estimates 2019/20). <br> <br> This funding is to cover all exit scenarios and is in addition to departmental efforts to reprioritise from business as usual toward preparations for the UK's departure from the EU. Friend the Prime Minister’s recent decision to make the Minister for the Northern Powerhouse and Local Growth a joint appointment between the Department for Business, Energy and Industrial Strategy and and Ministry for Housing, Communities and Local Government. This builds on the commitment at Autumn Budget 2018 to refresh the Northern Powerhouse Strategy.</p><p>The Strategy will be developed across government and in partnership with external stakeholders, including mayoral combined authorities, Local Enterprise Partnerships and civic and business leaders, to ensure the whole of the North of England benefits from government investment with a clear plan for improved productivity and prosperity. For a number of reasons, not least the administrative issue when employees leave the civil service or move between departments, we have decided not to pursue this benefit. We are establishing the Industrial Energy Transformation Fund – backed by up to £315 million of investment – to help businesses with high energy use (including steel companies) to cut their bills and transition UK industry to a low carbon future.
