answer text <p>We worked closely with Public Health England (PHE) to provide Operating Principles for the sector, to help them open shelters as safely as possible where necessary, when self-contained accommodation cannot be made available and when local partners agree that it’s the right thing to do.</p><p>The Night Shelter Working Group membership included representation from PHE, the Department of Health and Social Care, Housing Justice, and Homeless Link. This group has been meeting regularly during the pandemic.</p> more like this

answer text <p>We worked closely with Public Health England (PHE) to provide Operating Principles for the sector, to help them open shelters as safely as possible where necessary, when self-contained accommodation cannot be made available and when local partners agree that it’s the right thing to do.</p><p>Faith and community groups provide a range of services through winter months and the costs associated with making changes to operate in a Covid-19 secure way may vary. We have announced funding that will give local areas the tools they need to support vulnerable rough sleepers this winter. Our £10 million Cold Weather Fund is available to all local authorities to help them to bring forward self-contained accommodation and to support rough sleepers off the streets. Meanwhile, our £2 million Transformation Fund will help move the faith and community sector a more innovative and Covid-secure options for those who use shelters.</p> more like this

answer text <p>We have worked extensively with Public Health England (PHE) to provide Operating Principles for the sector, to help them open shelters as safely as possible where necessary, when self-contained accommodation can’t be made available and when local partners agree that it’s the right thing to do. PHE were closely involved in the production of the Operating Principles and offered advice as part of our Night Shelter Working Group. .</p><p>The Operating Principles are part of a wider package. Last week we announced a £10 million Cold Weather Fund to support councils to tackle homelessness this winter and bring forward self-contained accommodation and COVID-secure accommodation, as well as a £2 million fund for the sector to help them transform their traditional models to be COVID-secure.</p> more like this

answer text <p>On 13 October, the Government announced additional support for rough sleepers this winter, giving local areas the tools they need to protect people from cold weather and the risks posed by COVID-19.</p><p> </p><p>Building on the £6.4 billion already given to councils to help them manage the impacts of COVID-19, this announcement includes a new £10 million Cold Weather Fund for local areas to bring forward COVID-secure accommodation. This is in addition to the new £2 million Transformation Fund for the faith, community and voluntary groups to help them provide secure accommodation for rough sleepers.</p><p> </p><p>Alongside this, comprehensive guidance to the sector, produced with Public Health England and Homeless Link, has been published to help them open shelters more safely in situations where this decision needs to be taken and where not doing so would endanger lives.</p><p> </p><p>We have allocated £91.5 million to Local Authorities from the Next Steps Accommodation Programme and have a £161 million fund this year to bring forward long term accommodation for rough sleepers.</p>

answer text <p>The current advice remains that night shelters should remain closed for now – and providers should continue to explore alternative options for self-contained accommodation.</p><p>However, we recognise that the sector needs clarity on provision as winter approaches. We are working with the sector and health experts to consider operating principles shelters would need to follow so that they can be reopened as safely as possible, when self-contained accommodation cannot be made available. We will be setting out further advice on this as soon as possible.</p><p>On 17 September we announced local authority allocations for the short-term funding aspect of Next Steps Accommodation Programme (NSAP). £91.5 million was allocated to 274 councils in England to help vulnerable people housed during the pandemic. The remaining £13.5 million of funding will be used to support local authorities to tackle new and emerging challenges over the winter.</p><p>We are also funding significant longer-term accommodation for rough sleepers via the NSAP – 3,300 homes this year alone – and tailored support so as few people as possible housed in emergency accommodation return to life on the streets.</p>
