answer text <p>Every penny of council tax that is not collected means a higher council tax or worse services in an area. However, it is important that councils are sympathetic to those in genuine hardship and are proportionate in enforcement. The Council Tax (Administration and Enforcement) Regulations are clear that the magistrates courts can only consider sending people to prison where the failure to pay is due to wilful refusal or culpable neglect. The Department has no plans to change those provisions.</p> more like this

answer text <p>Following receipt of the Northamptonshire County Council Best Value Inspection report, the Secretary of State has invited principal councils in Northamptonshire to develop and submit proposals for establishing unitary councils across the county. In assessing any proposals submitted to him the Secretary of State will consider the extent to which they are likely to improve, as compared with existing structures including where relevant the arrangements between South Northamptonshire and Cherwell District Councils, local government and service delivery across the area of the proposal.</p> more like this

There is no direct cost to the UK taxpayer.</p><p>Members of the Committee of the Regions who participate in plenary sessions, Bureau meetings, commission meetings and meetings of working parties or joint committees are entitled to travel expenses, a flat-rate travel allowance and a flat-rate meeting allowance; with the costs met by the European Union’s Committee of the Regions.</p><p>Following the UK’s exit from the European Union, we do not anticipate that the UK would continue to be members of the Committee of the Regions, nor would we have a mandate to remain within this body.</p><p> </p> more like this

answer text <p>Housing is a devolved matter in Scotland, Wales and Northern Ireland.</p><p>The Government is committed to reducing the number of long-term empty homes to increase the supply of housing.</p><p>In England, the number of long-term empty homes is down by nearly a third since 2010. At May 2010 over 300,000 homes had been standing empty for longer than 6 months. As of October 2017 the number of long term empty properties had fallen to 205,293.</p><p>Local authorities in England have powers and strong incentives to tackle empty homes, and through the New Homes Bonus they earn the same financial reward for bringing an empty home back into use as building a new one.</p><p>The Rating (Property in Common Occupation) and Council Tax (Empty Dwellings) Bill, which was introduced on 28 March, proposes to strengthen the powers available to local authorities to tackle empty homes in England. Local authorities will be able to charge a 100 per cent council tax premium (currently 50 per cent) to homes that have been empty for at least two years.</p><p>Local authorities in England also have a discretionary power under Section 215 of the Town and Country Planning Act 1990 to deal with derelict land and buildings.</p>

answer text <p>On 5 March we published a draft revised National Planning Policy Framework which included a revised definition of affordable housing. This built on the consultation undertaken as part of the Housing White Paper last year. The consultation is open until 10 May.</p><p>Since 2010, we have delivered over 357,000 new affordable homes, including over 257,000 affordable homes for rent.</p><p>Affordable housing remains the Government’s priority. That’s why the Prime Minister recently announced an additional £2 billion funding for affordable housing, increasing the Affordable Homes Programme 2016-21 budget to over £9 billion to deliver a wide range of affordable housing, including social rent homes, by March 2021.</p> more like this
