Security passes are issued to contractors from private companies on a case by case basis. As a matter of policy, the FCO does not publish the number of active security passes issued by the Department and we cannot provide a statistical breakdown of the passes issued. answer	answer is ministerial correction date of answer 24/02/2017 answer text <p>Ministers regularly raise the treatment of human rights activists directly with the Chinese authorities.</p><p>I discussed human rights, including our concerns about human rights lawyers and activists, with the Chinese Assistant Minister for Europe, Liu Haixing on 16 February during my visit to China. The Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), also raised human rights issues with Chinese State Councillor Yang Jiechi at the UK/China Strategic dialogue on 20 December 2016. These figures are based on activity recording data for all staff. I reassured Mr Karzai of the UK's continued commitment to Afghanistan.</p><p>The Government strongly condemns the attack on members of the International Committee of the Red Cross (ICRC) in Jowzjan Province. Our thoughts are with the victims and their families. We call for the safe release of the two members of the team who were abducted in the attack. The Secretary of State for International Development, my Rt Hon. We remain actively involved in efforts to promote stability, particularly in the southern Philippines. During my visit to Manila last December, I met senior members of the Philippine Administration and discussed how we can strengthen our cooperation. Basic freedoms and the rule of law are key elements of this framework. We have highlighted in six-monthly reports from the Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) to the House those areas where challenges have arisen or on which we have had concerns. The Government raises such concerns with the Chinese and Hong Kong Special Administrative Region Governments. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) reflect the Government's continuing interest in developments in Hong Kong and our commitment to the faithful implementation of the Sino-British Joint Declaration. Most recently, the Foreign Secretary discussed the importance of maintaining confidence in 'One Country, Two Systems' with Chinese State Councillor Yang Jiechi at the UK–China Strategic Dialogue in London on 20 December, which I also attended. answer	answer is ministerial correction date of answer 15/02/2017 answer text <p>On 7 November 2016, after the National People's Congress Standing Committee (NPCSC) issued an interpretation of the Basic Law before the conclusion of related judicial proceedings in Hong Kong, the Foreign and Commonwealth Office released a statement. We expressed concern at recent developments in the Legislative Council. While we recognised the NPCSC's authority to interpret the Basic Law, we were concerned by its decision to issue an opinion at that time. We urged the Chinese and Hong Kong Special Administrative Region Governments, and all elected politicians, to refrain from any actions that fuelled concerns or undermined confidence in the 'One Country, Two Systems' principle.</p><p>The Hong Kong Courts subsequently reached a decision on the cases of Yau Wai-ching and Sixtus Leung on the basis of Hong Kong's legal framework. The freedom to practise, change or share your faith or belief without discrimination or violent opposition is a fundamental human right that all people should enjoy. The UK regularly raises human rights concerns with the Sri Lankan government. Most recently, the Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. the Baroness Anelay of St Johns stressed the importance of Sri Lanka protecting the rights of all its citizens when she met with the Sri Lankan Prime Minister and Foreign Minister during her visit to Sri Lanka in November 2016.</p><p>The UK is committed to supporting government and civil society efforts to improve human rights in Sri Lanka and we are currently funding a range of projects in support of this.
