One Trustee post is filled by the Chair of the British Council's country committees for Wales, Scotland or Northern Ireland, co-opted on a rotating basis for a two-year period. Under the terms of the British Council's Royal Charter, the Foreign Secretary may nominate one person to be a Trustee. All other Trustees, including the Chair and Deputy Chair, are elected by the Board following an open recruitment process. The Nominations Committee reviews the composition of the Board, including its expertise and diversity, and proposes trustees for appointment by the Board after running a full recruitment process. However, valid passes are issued to many individuals, including those who are employed directly inside FCO buildings in the UK and for those individuals who do not work directly inside the FCO but who need regular access. Security passes are issued to contractors from private companies on a case by case basis. As a matter of policy, the FCO does not publish the number of active security passes issued by the Department and we cannot provide a statistical breakdown of the passes issued. The Foreign and Commonwealth Office, including its overseas Diplomatic Missions, allow those with the correct security passes to enter its buildings. Passes can also be issued to others, including contractors or secondees based within Government premises, on a case by case basis in regards to specific business needs.
