answer text <p>Under the National Planning Policy Framework, local authorities can alter the shape of their Green Belt only in exceptional circumstances. They do this through their Local Plan. This involves rigorous consultation in public and consideration by a planning inspector at examination, who then makes a formal determination on whether the submitted Plan is sound. It is for each Plan to be found sound if it is properly prepared, justified, effective and consistent with national policy in the Framework.</p><p>In the Housing White Paper, <em>Fixing our broken housing market</em>, we recognised the need for more clarity on the exceptional circumstances in which a Green Belt boundary change can be proposed and consulted on a criteria. We are currently considering the responses and will implement any policy changes in a revision of the National Planning Policy Framework as soon as practicable in 2018.</p> more like this

answer text <p>Neighbourhood planning gives communities a powerful set of tools to shape their area. The Written Ministerial Statement of 12 December 2016 (HCWS346) introduced additional protection to neighbourhood plans where all of the following criteria apply:</p><p>•the written ministerial statement is less than 2 years old, or the neighbourhood plan been part of the development plan for 2 years or less;</p><p>•the neighbourhood plan allocates sites for housing; and</p><p>•the local planning authority can demonstrate a 3-year supply of deliverable housing sites against its 5 year housing requirement.</p><p>The Housing White Paper committed to take forward this important protection in the revised National Planning Policy Framework. Guidance for decision makers on interpreting the Written Ministerial Statement, in light of recent Court judgements, was published on 10 August 2017 <a href="https://www.gov.uk/guidance/neighbourhood-planning--2" target="_blank">https://www.gov.uk/guidance/neighbourhood-planning--2</a> (Paragraph: 083) and we will provide further clarification where necessary. Revised guidance will also set out more clearly how the five-year land supply should be calculated.</p><p> </p><p> </p>

answer text <p>We have made clear the importance of plans for ensuring we have the right homes in the right places supported by the necessary infrastructure, giving more certainty to local communities. The starting point for decisions by local planning authorities and planning inspectors will be the approved development plan for the area taking into account relevant material considerations, including national planning policy and guidance. All housing allocations and infrastructure plans need to be deliverable.</p><p>Local planning authorities should identify and update annually a supply of specific, deliverable sites and to demonstrate a five year land supply. Through the Housing White Paper we set out that local planning authorities will have the opportunity to fix their five-year housing land supply for a one-year period, to provide more certainty. answer text <p>It is for local planning authorities to determine their housing requirements, which should be deliverable and take account of infrastructure capacity. The National Planning Policy Framework makes clear that locally-produced plans should identify the development and infrastructure required in the area.</p><p>The Government is committed to ensuring the right infrastructure is in place to support communities with their housing needs. At Autumn Budget 2017 we more than doubled the Housing Infrastructure Fund to £5 billion. answer text <p>The Government continues to demonstrate its support for the community-led housing sector, which offers significant potential for helping to meet housing need across England. In addition to helping increase the rate of delivery of new housing, it will help deliver a range of benefits including diversifying the housebuilding sector, improving design and construction quality, developing modern methods of construction and sustaining local communities and local economies. The support and close involvement of the local community enables the community-led approach to secure planning permission and deliver housing that could not be brought forward through speculative development.</p><p>I have recently announced that a new programme to deliver the annual £60 million Community Housing Fund will be launched in January and delivered by Homes England (currently the Homes and Communities Agency). We will be inviting any appropriate organisation – including co-operatives, registered providers and local authorities – to apply for capital and revenue funding. The new programme will run for at least a further 3 years.
