answer text
The Government’s arm’s length body (ALB) for grassroots sport, Sport England, has a process for recognising activities. The objective of the recognition process is to identify sports that Sport England may wish to work with and the national bodies that govern them. The process is run jointly with the other three Home Country Sports Councils and UK Sport.

When deciding if an activity can be recognised, the Sports Councils refer to the definition of sport contained within the Council of Europe’s European Sports Charter. This states that:

“Sport means all forms of physical activity which, through casual or organised participation aim at expressing or improving physical fitness and mental well-being, forming social relationships or obtaining results in competition at all levels.”

As an example of this process, the English Chess Federation made an application for recognition in 2008, but this was turned down as the Sports Councils did not consider chess to be a physical activity. Therefore, it did not meet the Council of Europe’s definition.

answer text
Volunteering is vital for society and Government recognises this. It benefits volunteers and the organisations involving them and has transformational impacts on beneficiaries and their communities. Government aims to remove barriers to getting people involved.

We are supporting efforts to tackle loneliness and in the current financial year (2022/23), DCMS has invested almost £800,000, including for our national loneliness campaign, building the loneliness evidence base, and supporting the Tackling Loneliness Hub.

We have invested £7.4 million to support people to overcome barriers to volunteering since 2021. DCMS’ Volunteering Futures Fund opened up volunteering opportunities for thousands of young people, people with disabilities, those experiencing loneliness and other barriers. DCMS is also supporting the Vision for Volunteering, a ten-year initiative that aims to make volunteering more equitable, diverse and inclusive. In March 2023, DCMS launched the Know Your Neighbourhood Fund of up to £30 million, with £19 million of funding from Government, to widen participation in volunteering and tackle loneliness in 27 disadvantaged areas across England. The fund will run until 2025.

answer text
The Equality Act 2010 places a duty on businesses and service providers to make reasonable adjustments to improve disabled people’s access to goods and services, so they are not placed at a substantial disadvantage compared to non-disabled people. This reasonable adjustment duty is an anticipatory duty, meaning that those who provide goods, facilities and services to members of the public are expected to anticipate the reasonable adjustments that disabled customers may require, including auxiliary aids. The Equality and Human Rights Commission has produced guidance for service providers on reasonable adjustments and its Statutory Codes of Practice provide more detailed information on the legal responsibilities of service providers and employers to make such adjustments.
more like this

answer text
The Government has no plans to commence Section 1 of the Equality Act 2010 in England. As merely a “due regard” duty, it requires no specific action from the public body concerned, and risks becoming a tick-box exercise, complied with to minimise the risk of litigation rather than to promote real change in society. The duty is also wrongly focussed on equalising socio-economic outcomes rather than opportunities. The Government’s preferred approach is to progress specific policies and practical actions that will deliver real change.
more like this
