answer text <p>Remediation of buildings with unsafe cladding must be carried out by professionals with appropriate competence and experience, and anyone applying for public funds is required to demonstrate that their remediation plan meets those requirements. Demand for those professionals is high and the Government is working with industry to increase the supply of trained professionals</p><p><br> We are supporting industry-led work to raise competence standards for safety-critical roles, including fire engineers, structural engineers, installers and fire risk assessors and provisions in the Building Safety Bill will increase competence requirements. We are supporting industry-led work to upskill professionals in those roles, including investing nearly £700k to train assessors to carry out valuations where EWS1 forms are required (over 1,000 people now enrolled in a Royal Institution of Chartered Surveyors course).</p> more like this

answer text <p>Through the Building Safety Bill, we will be ensuring that building owners of higher-risk buildings have clear accountabilities for managing building safety as Accountable Persons. Residents will have a clear voice under the new regime and will be empowered to hold their Accountable Person to account, with the ability to raise complaints for breach of accountable person duties, and escalate such complaints to the regulator.</p><p>The new Building Safety Regulator will enforce the more stringent regulatory regime for higher-risk buildings and oversee the safety and performance of all buildings.</p><p>The Government funds the Leasehold Advisory Service (LEASE) to provide free and independent advice to leaseholders, including those affected by building safety issues. This aims to help them make informed decisions on next steps and engage confidently with freeholders, developers and managing agents. Advice is open to all and there is no limit on the amount of advice an individual can seek to support their chances of achieving the best possible outcome in their case.</p><p> </p>

answer text <p>Planning law requires that applications for planning permission be determined in accordance with the local development plan, subject to other material considerations. These considerations include advice received from statutory consultees, as well as the National Planning Policy Framework (NPPF). The local planning authority must take into account and weigh up all the material planning considerations in reaching its decision.</p><p>The NPPF is clear that inappropriate development in areas at risk of flooding should be avoided. Where development is necessary, it should be made safe for its lifetime without increasing flood risk elsewhere.</p><p>As part of the planning determination process, we expect local planning authorities to take flood risk advice from the Environment Agency and lead local flood authority seriously. Statutory consultees do not have a veto on new development. It is for the local planning authority, which is democratically accountable to the local electorate, to take planning decisions on development in its area. As an added safeguard, where a local planning authority is minded to approve a planning application for major development in a flood risk area against an outstanding Environment Agency objection on flood risk grounds, that application must first be referred to the Secretary of State to consider whether it should be called-in.</p><p>Furthermore, as part of our wider ambitions for an improved planning system we intend to review the National Planning Policy Framework to ensure that it contributes to climate change mitigation and adaption as fully as possible.</p>

answer text <p>The Government consulted last year on changes to nationally set permitted development rights. We will be responding to the consultation shortly, including on matters where representations were received on consultation with elected members and local communities, in relation to telecommunications infrastructure.</p><p>Mobile Network Operators have also committed to following the Code of Best Practice on Mobile Network Development in England, which sets out best practice on community engagement, when deploying equipment. The Department for Digital, Culture, Media and Sport has developed a new Code of Practice which will provide updated guidance on consultation with local communities.</p> more like this

answer text <p>Local authorities are responsible for creating and protecting Green Belt. Our National Planning Policy Framework states that a local authority can take land out of Green Belt only in exceptional circumstances, through the local plan process. Similarly, if a local authority considers that certain land would, and should, serve the purposes of Green Belt as set out in the Framework, it could propose the new designation as a policy in a revised local plan, and consult the local community. After any further revision, the draft plan would be submitted for formal examination in public by an independent Planning Inspector, acting on behalf of the Secretary of State. The plan (including any new Green Belt boundary) is checked thoroughly to confirm whether it is sound: that is, positively prepared, justified, effective, and consistent with the Framework.</p> more like this

answer text <p>Planning policies and decisions should ensure that developments create safe places and ensure that crime and disorder, and the fear of crime, do not undermine the quality of life or community cohesion. The National Planning Policy Framework states that local planning policies should use non-strategic policies such as establishing design principles which can set out more detailed crime prevention policies for specific areas, neighbourhoods and types of development.</p><p>Planning permission is not granted on the basis of the applicant but considered on the presumption of securing sustainable development. However, I am aware these matters have been raised in the Hon Member's constituency and officials will be discussing further with the Durham Police and Crime Commissioner's Office.</p><p> </p> more like this
