answer text <p>The role of the legal framework provided by the TRIPS Agreement has and will continue to provide innovators the confidence to invest in developing health products and technologies and to form collaborative partnerships. This is evidenced with over 300 successful voluntary licensing and technology transfer partnerships, which are contributing to the production of approximately 1.5 billion COVID-19 vaccine doses per month.</p><p> </p><p>We encourage industry to continue forming voluntary licensing and technology transfer partnerships. answer text <p>On 12 May, the Prime Minister confirmed the public inquiry into COVID-19 will begin in Spring 2022. The Government recognises that it must engage and consult with bereaved families and others, before the terms of reference are finalised. The terms of reference will set out the purpose and structure of the Covid-19 inquiry, including the exact areas that will be investigated.</p><p>The Government is aware of Bereaved Families for Justice’ call to be represented during the COVID-19 Inquiry. Throughout the pandemic senior ministers, including the Prime Minister, have met and will continue to meet with bereaved families.</p><p>We also recognise the need for bereaved families to be represented on the UK Commission on Covid Commemoration. The Commission will carefully consider how communities across the country can remember those who have lost their lives and recognise those involved in the response in a fitting and permanent way. I want to thank the Bereaved Families for Justice group for all their efforts in representing bereaved families throughout the pandemic.</p>

answer text <p>The timetable for the Infected Blood Inquiry is a matter for Sir Brian Langstaff, the Chair of the independent statutory Inquiry. Sir Brian has said that the work of the Inquiry will be completed as quickly as reasonable thoroughness permits - recognising that those infected and affected are still suffering today.</p><p>The Inquiry is continuing to work at pace, and will hear evidence and presentations between now and December 2021. Data from Public Health England estimates that two doses of a covid-19 vaccine offers protection of around 96% against hospitalisation and that our jabs have prevented over 100,000 deaths, over 143,000 hospitalisations and around 24 million infections. It is this protection that allowed us to carefully ease restrictions over the past few months. However, we must do so in a way that is mindful of the benefits that both doses of the vaccine can bring.</em></p><p><em>On 19 July, the Prime Minister announced that:</em></p><p><em>“by the end of September—when all over 18s will have had the chance to be double jabbed—we are planning to make full vaccination the condition of entry to nightclubs and other venues where large crowds gather. answer text <p>England moved to step 4 of the roadmap on 19 July following a full assessment of the data against the four tests for easing restrictions. Moving to step 4 on 19 July means that the easing of restrictions coincides with the end of the school term, takes place over the summer when more activities can take place outdoors, and pressures on the NHS are less than in the autumn and winter months.</p><p>The Government will retain contingency measures to respond to unexpected events, while accepting that further cases, hospitalisations and deaths will occur as the country learns to live with COVID-19. The Government will continue to monitor the data on a regular basis to ensure there is no danger of the NHS facing unsustainable pressure; work with local authorities and provide national support to local areas that need an enhanced response to COVID-19; and maintain contingency plans for reimposing economic and social restrictions at a local, regional or national level if evidence suggests they are necessary to suppress or manage a dangerous variant. Such measures would only be reintroduced as a last resort to prevent unsustainable pressure on the NHS.</p><p> </p>

answer text <p>The Government has not made or contributed to any administrative determinations in the Northern Ireland Joint Committee that would bar New Zealand exporters accessing Northern Ireland’s market’s using the preferential access set out under UK New Zealand specific WTO tariff rate quota commitment.</p><p>Any such impact on New Zealand sheep meat and beef product exporters is a direct result of the EU’s unilateral introduction of Regulation 2020/2170 on the application of Union tariff rate quotas (TRQs) and other import quotas, on 16 December 2020. If strictly applied, the Regulation would mean that importers of goods subject to any EU tariff rate quotas or other import quotas directly into Northern Ireland would be unable to access either EU or UK quotas, and would therefore need to pay a tariff.</p><p>The UK has underlined to the European Commission that this is a matter requiring urgent consideration as part of addressing issues with the operation of the Protocol, though there has not yet been any resolution found through the Joint Committee. The Government equally has set out its determination to address the issues faced by New Zealand exporters at a meeting of the WTO agriculture committee on 29 March, and we continue to engage with the New Zealand government as discussions proceed.</p><p>This is one of the elements of the Protocol we have been clear should be addressed as we seek to find a new balance in how it operates, as set out in our Command Paper published on 21 July (<a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1004581/CCS207_CCS0721914902-001_Northern_Ireland_Protocol_PRINT__1___2_.pdf" target="_blank">Northern Ireland Protocol: the way forward, CP502</a>).</p>
