answer text <p>As announced on 25 November 2020 by my right. hon Friend the Chancellor of the Exchequer, this Government will be taking three steps regarding public sector pay awards in 2021-22. First, taking account of the pay review bodies' advice, we will provide a pay rise to over a million nurses, doctors and others working in the NHS. Secondly, to protect jobs, pay rises in the rest of the public sector will be paused next year, including the Armed Forces. But, thirdly, we will protect those on lower incomes; the 2.1 million public sector workers who earn below the median wage of £24,000 will continue to receive a pay increase. It is important to note that over 35,000 of our most junior sailors, solders and aviators fall below the £24,000 threshold, meaning they will be unaffected by the pay freeze and still receive a guaranteed pay rise of £250 in the 2021-22 pay year.</p><p>Furthermore, military personnel also benefit from a progressive pay model where, subject to satisfactory performance, they can receive yearly incremental pay progression for every additional year spent in their rank after an initial two-year period, up to a certain cap. In the year 2019/20 45.3% of service personnel moved up a pay increment. This incremental progress is not affected by the pay pause and all personnel expecting to move up an increment next year will continue to do so provided they meet the normal criteria.</p><p>A further announcement will be made next year once we have received the recommendations from the independent Armed Forces' Pay Review Body.</p>

answer text <p>The Director of Armed Forces People Policy wrote to the Chief Executives and Council Leaders of a number of Local Authorities to inform them of the Government’s draft legislative proposal. This was at the request of some regional focus group members, as part of the Ministry of Defence’s (MOD) policy development to further incorporate the Armed Forces Covenant into law. I have placed a copy of this letter in the Library of the House. To date, the MOD has not sent any consultation proposals to Local Authority Chief Executives.</p> more like this

answer text <p>Ministry of Defence (MOD) Ministers regularly discuss the Armed Forces Covenant with local authorities and representative bodies. MOD officials have written to Chief Executives and included local authorities from across the UK in group discussions on the Secretary of State's legislative proposals, to gather views and explain the impact of legislation, particularly with regard to new burdens. Individual meetings are also held with local authorities who request them. Collaboration will intensify further, as local authorities work with Government on guidance which will accompany legislation.</p> more like this

answer text <p>Details of 326 cases brought against the Armed Forces by Iraqi nationals, which for the purposes of this response are deemed to be common law claims for damages brought against the Ministry of Defence by Iraqi nationals, where an agreement in terms of damages to be paid to the claimant are already in the public domain following responses provided to FOI requests received. Discussions between the claimants' solicitors and departmental officials with regard to the resolution of the outstanding remaining claims in the Iraq Civilian Litigation (ICL) have continued since early 2018, but the terms of these discussions and any outcomes remain the subject of a confidentiality agreement endorsed by Orders of the Court and we are therefore unable to provide a detailed and complete response to this question at this time. However, although the confidentiality agreement remains extant, it is hoped that we will be in a position to provide further information in relation to the remaining outstanding claims in the ICL in the near future.</p>

answer text <p>It is not possible to answer the right hon. Member's question put which asks how many claims, which for the purposes of this response are deemed to be common law claims for damages, have been made against UK servicemen and servicewomen in the last 25 years without exceeding the disproportionate cost limit. It is usual practice for claimants, or solicitors acting on their behalf, in pursuance of common law claims for damages that allege negligence on the part of UK service personnel to bring the claim against the Ministry of Defence or the Secretary of State for Defence rather than an individual UK serviceman or service woman. The Ministry of Defence would not necessarily be made aware of any common law claim for damages brought against an individual UK serviceman or UK servicewoman. Whilst some information is held relating to the question posed, that information is not sufficient to enable the provision of a response to this question. The Department does not record separately information that would serve to confirm the causative nature of the incident that gives rise to individual claims or gender specific information that would enable a determination as to whether it was the alleged negligent action of a UK serviceman or UK servicewoman that caused the incident and therefore it is not possible to determine which of those claims received during the past 25 years arose out of the alleged negligent actions of a UK serviceman or UK servicewoman without reviewing all of the common law claims for damages received in that period.</p>

answer text <p>The Ministry of Defence (MOD) does not routinely use the term 'consolidated damages', so your question has been interpreted to mean 'liquidated damages'.</p><p>In 2017-18, the MOD recovered liquidated damages from Lockheed Martin worth £350,000.
