answer	answer is ministerial correction date of answer 05/05/2016 answer text <p>The Air Quality Plan we published last December set out a comprehensive plan for reducing levels of nitrogen dioxide through a new programme of Clean Air Zones, alongside national action and continued investment in clean technologies.</p><p> </p><p>We are working closely with the cities of Birmingham, Leeds, Nottingham, Derby and Southampton, where we are requiring Clean Air Zones to be introduced. Other local authorities can introduce Clean Air Zones should they wish to do so using their powers under the Transport Act 2000.</p><p> </p><p>We will consult on a framework for Clean Air Zones later this year which will set out the important principles that need to be consistent from city to city. answer	answer is ministerial correction date of answer 04/05/2016 answer text <p>The modelling used for the air quality plan was based on the best available data and uses the latest COPERT (Computer Programme to Calculate Emissions from Road Transport) (4v11) factors to calculate emissions from diesel cars.</p><p>These COPERT factors reflect that there is a difference between laboratory testing of vehicle emissions and real world emissions. They assume Euro 6 diesel cars are, on average, emitting 2.8 times the level of emissions allowed for the Euro 6 standard.</p><p>In May, the Government will present the results of its vehicle testing programme (www.gov.uk/government/publications/vehicle-emissions-testing-programme-conclusions) to European Research for Mobile Emission Sources (ERMES), the body responsible for collating vehicle emission data, to inform its updated emissions factors later this year. answer	answer is ministerial correction date of answer 04/05/2016 answer text <p>Our air quality plan is based on the best available data and our modelling uses the latest COPERT (Computer Programme to Calculate Emissions from Road Transport) factors to calculate emissions from diesel cars. These derive from a mixture of laboratory and on-road tests and are used by many other Member States across Europe. The ERMES (European Research Group on Mobile Emission Sources) network collates the emission measurement data which are used to update the emissions factors in the COPERT model.</p><p> </p><p>Tackling air quality is a priority for this Government, which is why in May we will share the results of the testing programme with ERMES. Member for Birmingham Hall Green, Roger Godsiff, on 11 April 2016, PQ UIN32607.</p><p> </p><p>Defra analysed the costs and benefits of implementing a deposit return system (DRS) for single use drink containers as part of the 2011 Review of Waste Policy in England, and sought views in the 2012 consultation on higher packaging recycling targets.</p><p> </p><p>This work showed that introducing a DRS may increase recycling and reduce litter but might impose additional costs on businesses, consumers and local authorities (which would lose revenue from recycling). However, we lack evidence to quantify these benefits and costs appropriately. The current approach has driven a significant increase in packaging waste recycling rates, from less than 47% in 2003 to nearly 65% in 2013.</p><p> </p><p>Last year, the Scottish Government published a feasibility study and a call for evidence investigating the implementation of a DRS for single use drink containers in Scotland. This valuable work highlighted significant uncertainties regarding the impacts and benefits that a DRS would have, notably regarding costs, environmental quality and littering, and existing waste collection systems. The Scottish Government is doing further work on the topic and we will review any new evidence arising from this in due course.
