answer text <p>We do not have information about the plans of individual local authorities to build council housing. It is for each local authority to determine its need for housing and to plan for it accordingly. To help, we have given local authorities the tools they need to build. We have abolished the Housing Revenue Account borrowing cap, so that local authorities have the freedom to borrow to build council housing, in line with the Prudential Code. Additionally, local authorities can bid alongside housing associations for the £9 billion Affordable Homes Programme to build affordable homes, and we are providing a longer term rent deal for 5 years from 2020, so that councils have a stable investment environment to deliver new homes. These measures will allow local authorities to double delivery to up to 10,000 homes per year by 2021/22.</p> more like this

answer text <p>In England, the Regulator of Social Housing requires registered providers to maintain their homes to the Decent Homes Standard. That includes a requirement to provide reasonably modern facilities and services. The Standard does not require social landlords to provide essential household items such as households goods or furnishings.</p><p>Where people need it, the Government provides a strong safety net through the welfare system for those who need extra support, including a system of hardship payments and benefit advances. The Department for Work and Pensions (DWP) may also be able to offer support for those that need help with the costs of intermittent expenses that are considered difficult to budget for, including furniture. For those on Universal Credit, budgeting advances provide access to interest free payments for one-off items. For those on other DWP means-tested benefits interest free budgeting loans are available.</p><p> </p> more like this

answer text <p>As part of the Housing Infrastructure Fund (HIF) Forward Funding process, local authorities are provided access to expert advice in order to help them produce business cases that are as robust as possible and therefore more likely to secure funding.</p><p>An important element of this advice concerns the need for a strong, direct link between proposed infrastructure interventions and the delivery of new homes. Ultimately, the final decision as to what is included in a bid sits with the bidding authority.</p><p>Business cases submitted for HIF Forward Funding are currently undergoing assessment, with a funding decision expected in the coming months. answer text <p>The Review of Build Out Rates chaired by the Rt Hon Sir Oliver Letwin MP reported on 29 October 2018. It found no evidence that speculative land banking is part of the business model for major house-builders, or that it explains slow build-out rates. The review concluded that greater differentiation in types and tenures of new homes would increase market absorption and stimulate an increase in build-out rates. This Government has put in place extensive incentives and assistance to encourage house-building, especially on brownfield land, to support the housing policies in our revised National Planning Policy Framework.</p> more like this

answer text <p>Following the submission of expressions of interest to the Housing Infrastructure Fund the Ministry of Housing, Communities and Local Government and the Department for Transport worked with Oxfordshire County Council to develop their bids.</p><p>It was then for Oxfordshire County Council to determine which strategic, high-impact infrastructure interventions, that will unlock housing, to include in their final business cases.</p><p>I am delighted that the government recently awarded Oxfordshire County Council £218 million of funding from the Housing Infrastructure Fund for the Access to Didcot Garden Town scheme that includes improving cycling provision.</p> more like this
