answer text
Across the country this Parliament, we have committed to funding 4,000 zero emission buses (ZEBs) this Parliament and the Spending Reviews in 2020 and 2021 provided over £525 million dedicated funding for ZEBs, through a number of funding schemes:

The Government awarded £50 million of funding to the West Midlands Combined Authority to support the Coventry All Electric Bus City. This funding will support the introduction of up to 300 electric buses.

£270 million funding was awarded through the Zero Emission Bus Regional Areas (ZEBRA) which will support up to 1,278 zero emission buses. In London, government funding has supported the introduction of an estimated 600 ZEBs.

The Department will provide details on how future funding will be used shortly, taking into account the Chancellor’s recent Autumn Statement. We will continue to explore how best to maximise the community benefits of future investment.

Funding from other funding schemes, such as the City Region Sustainable Transport Settlements (CRSTS), can also be used by local areas to support the introduction of ZEBs. In addition, the rate at which the Bus Service Operators Grant (BSOG) can be claimed for ZEBs was increased from 6p to 22p per km in April 2022. This supports operators to introduce ZEBs by reducing the overall cost of ownership.

Table 1 below presents the estimated number of zero emission buses that have been funded in England since February 2020. answer text
To help increase practical driving test availability, the Driver and Vehicle Standards Agency (DVSA) is recruiting more than 300 driving examiners across Great Britain, including in the Erith and Thamesmead area. The DVSA’s examiner recruitment campaigns continue to be successful but, like many employers, the DVSA is finding the job market extremely competitive. As it moves through each recruitment campaign, the DVSA will continually review and make changes and improvements to its recruitment and selection process, and training courses.

The DVSA is working hard to provide as many practical driving test appointments as it can, with several measures in place to do this.

These include:

offering a national recovery allowance and annual leave buy back to driving examiners;

asking all those qualified to conduct tests, but who do not do so as part of their current day job, to return to conducting tests where capacity allows;

conducting out of hours testing (such as on public holidays and weekends); and

resuming the number of driving tests per day to seven for each full-time examiner.

The DVSA has launched a ‘Ready to Pass?’ campaign to improve learners’ understanding of how they can assess their own readiness for test. An open day was held on 16 October in Erith and Thamesmead for customers to meet driving examiners and find out more about being test ready.

answer text
Based on the latest available data, the Driver and Vehicle Licensing Agency (DVLA) is confident that 92.44% (46,707,158) of the keepers on record are contactable and traceable based on the information held on the DVLA’s records.

Of the remaining 7.56% of vehicles, 5.85% (2,957,366) are shown on the DVLA’s records as being ‘in trade’. These are vehicles for which the DVLA has been notified that the previous keeper has sold or disposed of the vehicle to a motor trader. Until the DVLA is notified of a new keeper they will remain shown as “in trade”. This is a legitimate status for a vehicle record until the vehicle is sold on or otherwise disposed of by the motor trader.

A further 1.36% (686,074) are vehicles that are taxed or notified as being kept off the road but there is no current registered keeper on the DVLA’s records. In some cases these will be vehicles which have recently been sold and the DVLA has not yet been notified of the new keeper.

The remaining 0.35% (175,782) are vehicles for which the DVLA does not have a full address on record which may make tracing a keeper more difficult.
