From 31 May 2019 new claimants to PIP whose review would have been scheduled after they had reached State Pension age will receive an ongoing award with a light touch review at 10 years. answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>Changes have been made to the benefit reassessment process for those with the most severe and lifelong health conditions.</p><p>In Employment and Support Allowance and Universal Credit, since September 2017 we have stopped routinely assessing those whose level of function would always mean that they are unlikely ever to be able to move into work. Decisions are made without delay, but the focus is on making sure that the decision under dispute is thoroughly reviewed.</p><p> </p><p>We are engaging with stakeholders to explore how we can improve the MR process. We have also recently implemented a new approach in PIP which includes contacting claimants, where appropriate, to see if there is information that would enable us to change the decision ourselves at an earlier stage. To support this, we are investing additional time and resource for communication, evidence gather and review, which means that some cases can take longer. However, this approach supports our aim; to make the right decision as early as possible so that claimants don’t need to progress to the Appeal stage.</p><p> </p><p>Introducing performance indicators - be they in relation to outcomes or the speed of clearance - would compromise the Department’s quality-driven approach. answer	answer is ministerial correction date of answer 02/07/2019 answer text <p>No formal impact assessment has been conducted by the Department of the effect on people with disabilities of the United Kingdom leaving the European Union without a deal.</p><p> </p><p>The UK has ratified the United Nations Convention on the Rights of Persons with Disabilities, and the primary legislation in the UK protecting the rights of disabled people is the Equality Act 2010, which is domestic legislation. Neither our ratification of the UN Convention or the Equality Act 2010 would change as a result of the UK leaving the European Union without a deal. PIP and HDAS both have separate estate delivery models resulting in a significant difference in numbers of home visits. I have interpreted ‘(a) disability’ as PIP assessments.</p><p> </p><p>This is unpublished data derived from the DWP0400 report. The numbers are unpublished data, derived from assessment provider MI.</p><p> </p><p>(a) PIP data does not align to DWP regions, however, I have provided the data in the relevant Lots.
