answer text <p>The only available data are from the Referrals, Assessments and Packages of Care returns (RAP) section of the data collected on the social care activity of councils with adult social services responsibilities.</p><p> </p><p> </p><p> </p><p>The data are provided only for York Unitary Authority. The information is not collected at constituency level. The data do not provide information on whether or not the carers seen by local authorities are family members of the person being cared for. The current definition of a carer is taken from the Carers and Disabled Children Act 2000, which states that the Act affects ‘carers (aged 16 or over) who provide or intend to provide a substantial amount of care on a regular basis for another individual aged 18 or over’.</p><p> </p><p> </p><p> </p><p>Although the Act refers only to carers aged 16 or over, younger carers of adults should be included in these data. The Act excludes from the definition of a carer, paid care workers and volunteers from a voluntary organisation.</p><p> </p><p> </p><p> </p><p>The collection period runs from 1 April to 31 March. For example, for 2010/11, the collection period runs from 1 April 2010 to 31 March 2011. Councils with adult social care responsibilities (CASSRs) in Lancashire are: Lancashire county council, Blackpool unitary authority and Blackburn with Darwen unitary authority. Lancashire County Council is responsible for social care in the district authorities (Burnley, Chorley, Fylde, Hyndburn, Lancaster, Pendle, Preston, Ribble Valley, Rossendale, South Ribble, West Lancashire, Wyre).</p><p> </p><p> </p><p> </p><p>Such information as is available is the number of adults in receipt of council-funded social services from the three councils with adult social care responsibility during the period 2013-14.</p><p> </p><p> </p><p> </p><p>The information in Table 1 below is derived from the Referrals, Assessments and Packages of Care (RAP) returns, table P1. Funding from the Local Government Finance Settlement is unhypothecated i.e. local authorities are able to use it for any service. For this reason it is not possible to say how much funding has been provided for any particular service, including adult social care. It is up to local authorities to prioritise their budgets based on the needs and priorities of local people in their area.</p><p> </p><p> </p><p> </p><p>Local authorities do report expenditure on adult social care. The Latest expenditure data is from the 2013/14 financial year. answer text <p>In 2010, the National Institute for Health and Care Excellence (NICE) published the guidance <em>Transient loss of consciousness ('blackouts') management in adults.</em> Orthostatic intolerance is characterised by the development of symptoms of dizziness, nausea and fainting when standing up, which are only resolved by lying down. In addition, in 2013 NICE produced a guideline on the pharmacological management of neuropathic pain, including for CRPS. answer text <p>The £10 million fund available in 2015/16 will be used to reduce the variation in Improving Access to Psychological Therapies (IAPT) performance across the National Health Service in England. It will focus on waiting list validation and providing additional resource to increase assessment and therapy capacity.</p><p> </p><p> </p><p> </p><p>The mechanism for the distribution of funding is yet to be determined. It will be the responsibility of clinical commissioning groups (CCGs) to make the funding available to mental health trusts and other NHS commissioned IAPT providers from the third sector. There are a number of milestones:</p><p> </p><p> </p><p> </p><p>- May 2015 - Identify all CCGs with long waits and offer funds, facilitation and guidance to validate waiting lists;</p><p> </p><p>- July 2015 - Identify core issues that have given rise to waiting list growth, for example capacity, productivity or both and agree plans to rectify and allocate funds to make progress towards sustainable solutions; and</p><p> </p><p>- To March 2016 - Monitor and support implementation.</p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p>

answer text <p>Monitor and NHS England are responsible for setting the National Tariff Payment System arrangements. The enhanced tariff options for 2015/16, which Monitor and NHS England have engaged National Health Service providers and commissioners on, give mental health providers the opportunity to accept a lower efficiency savings requirement of 3.5% on a par with acute providers and have access to £40 million of the parity of esteem funding being delivered through the 2015/16 tariff arrangements.</p><p> </p><p> </p><p> </p><p>The 2015/16 National Tariff Payment System arrangements also include example payment models for mental health services and signal a move away from unaccountable block contracts to support providers to move to more transparent models of care that promote better patient outcomes and integration of mental and physical health.</p><p> </p><p> </p><p> </p><p>We understand that 51 mental health providers have accepted the enhanced tariff option for 2015/16.</p><p> </p><p> </p><p> </p><p>Irrespective of which tariff option mental health providers have chosen, NHS England published planning guidance for 2015/16 for commissioners which made the expectation clear that each clinical commissioning group’s (CCG’s) spending on mental health services in 2015/16 should increase in real terms, and grow by at least the same percentage as each CCG’s allocation increase. This is a significant step forward in achieving parity of funding for mental health services.</p><p> </p>

answer text <p>NHS England published its Actions for End of Life Care 2014-16 in October 2014 which sets out plans to improve the commissioning and provision of end of life care services nationally, including services commissioned from hospices. answer text <p>NHS England and clinical commissioning groups, as statutory National Health Service organisations, will remain accountable for meeting the full range of their statutory duties, including their duties as to the management of their financial resources.</p><p> </p><p> </p><p> </p><p>NHS bodies will remain liable for the exercise of the functions given to them in legislation. Existing lines of accountability for those bodies will also remain, as will the responsibilities the Secretary of State has in relation to the health service.</p><p> </p><p> </p><p> </p><p>The fundamental national policies, inspection regimes, guidance and regulations will continue to apply to Greater Manchester.</p><p> </p><p> </p><p> </p><p> </p><p> </p> more like this
