answer text <p>Data is not available on the proportion of children and young people who were referred for early intervention treatment in psychosis services and started treatment within two weeks of referral. This is because this information is not collected centrally.</p><p> </p><p> </p><p> </p><p>The new Child and Adolescent Mental Health Services (CAMHS) Minimum Dataset will provide comparative data for NHS services that will be used to improve clinical quality and service efficiency; and to commission services in a way that improves health and reduces inequalities. Current plans are for data from the CAMHS Minimum Dataset to begin to flow no later than January 2016.</p><p> </p><p><strong><br> </strong><em>Achieving Better Access to Mental Health Services by 2020, </em>published October 2014<em>,</em> introduces the first waiting time standards for mental health. It includes a standard which will ensure that by 2016 at least 50% of people of all ages referred for early intervention in psychosis services will start treatment within two weeks. This waiting time standard will come into effect from 1 April 2015. This is backed by £33 million investment.</p><p> </p><p><strong> </strong></p><p> </p><p>The Deputy Prime Minister announced on 14 March that £250 million additional funding would be available each year, over the next Parliament, starting in April 2015. This will fund improved access for children and young people with mental health problems - at least 100,000 more children and young people will receive treatment by 2020 and the funding will pay for the introduction of new access and waiting time standards.</p><p> </p><p> </p><p> </p><p>The Government report of the Children and Young People’s Mental Health and Well-Being Taskforce’s findings, <em>Future in mind,</em> published on 17 March 2015, sets out a clear national ambition in the form of key aspirations that the Government would wish to see by 2020. This includes more access and waiting time standards for services so that children and young people can expect prompt treatment when they need it, just as they can for physical health problems.</p><p> </p><p> </p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p>

answer text <p>The additional funding announced by the Deputy Prime Minister on 18 March will enable further access targets and waiting time standards to be introduced for children and young people’s mental health services. As far as the access target is concerned, the intention is that a minimum of 110,000 additional children and young people will be treated by 2020. More details will be made available in due course.</p><p> </p><p> </p><p> </p><p>However, the new standards previously announced which are to be introduced from 1 April 2015 will also apply to young people in some cases. By 2016, at least 50% of people of all ages including children and young people, who are referred for early intervention in psychosis services, will start treatment within two weeks. This is the first access and waiting time standard for mental health ever to apply to children.</p><p> </p> more like this

Available at <a href="http://www.hscic.gov.uk/mhldsreports" target="_blank">http://www.hscic.gov.uk/mhldsreports</a></p><p> </p><p> </p><p> </p><p>It is Government policy that children and young people under 18 should be placed in age-appropriate settings wherever possible in line with legislation.</p><p> </p><p> </p><p> </p><p>The Government has provided £7 million additional funding in 2014/15 for NHS England to provide additional Child and Adolescent Mental Health Services (CAMHS) Tier 4 beds for young inpatients in the areas with the least provision. 53 of these beds have now opened bringing the total number of beds to over 1,400, the highest this has been in the last 15 years.</p><p> </p><p> </p><p> </p><p>The Mental Health Crisis Care Concordat, which every area in England has now signed up to, reinforces the duty of the NHS to make sure that young people under 18 are treated in the right environment and that police custody is not routinely used as a place of safety.</p><p> </p><p> </p><p> </p><p>The Deputy Prime Minister announced on 14 March that £250 million additional funding would be available each year over the course of the next Parliament, starting in April 2015. This will enable the NHS to treat a minimum of an extra 110,000 children and young people over the next five years. This funding will be specifically for community-based services, and so reduce the demand for Tier 4 CAMHS inpatient beds. The Government will also invest £150 million over the next five years (from April 2015) in England to improve services for children and young people with mental health problems, with a particular emphasis on eating disorders and self harm.</p><p> </p><p> </p><p> </p><p>The Government report of the Children and Young People’s Mental Health and Well-Being Taskforce’s findings, <em>Future in mind,</em> published on 17 March, sets out a clear national ambition in the form of key aspirations that the Government would wish to see by 2020. This includes improved care for children and young people in crisis so they are treated in the right place at the right time, as close to home as possible.</p><p> </p><p> </p><p> </p><p><em>Notes:</em></p><p> </p><p><sup>1 </sup>People are counted only once during the year regardless of how many times they were in hospital.</p><p> </p><p> </p><p> </p><p><sup>2</sup>This analysis is based on data which does not contain date of birth. The numbers are presented by a derived age which could be up to a year greater than their age at the time of the hospital stay. The derived age is the person’s age at the end of the year or their end of the spell of care, whichever is greater. So, for example, a person aged 16 when they spent time in hospital in April, will be 17 by the end of the year, maybe still on a caseload, they will be categorised as age 17.</p><p> </p><p> </p><p> </p><p><sup>3</sup>Significant changes to local systems and the way Mental Health Minimum Dataset is processed between 2010/11 and 2011/12 (to implement changes to the dataset and the implementation of MHMDS version 4) mean that figures for these years are not comparable. The decrease in numbers between these two years is largely attributable to improving data quality. It is not possible to quantify the extent to which the inclusion of CAMHS data prior to 2011/12 affects the accuracy of these figures but data suppliers have confirmed it may be an issue.</p><p> </p>

answer text <p><ins class="ministerial">The Health and Social Care Information Centre advise that the collection of data for the Child and Adolescent Mental Health Services dataset will start at the beginning of February 2016. The first submission period will cover January to March 2016. Statistical reports based on the initial data collection will be published in mid-2016.</ins></p><p> </p><p> </p><p> </p><p><del class="ministerial">The National Institute for Health and Care Excellence guidance <em>Multiple sclerosis: management of multiple sclerosis in primary and secondary care</em>, updated in October 2014, sets out best practice on the diagnosis, treatment, care and support of people with multiple sclerosis (MS). The guidance makes a range of recommendations on drug based treatments for MS, but also highlights the importance of involving professionals who can meet the needs of the patient in the best way, such as physiotherapists and occupational therapists. </del></p><p> </p><p> </p><p><ins class="ministerial"></ins></p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p><del class="ministerial">With regard to early diagnosis, MS is a difficult condition to diagnose as a number of the symptoms such as fatigue, depression or dizziness may be unrelated. The guidance sets out a number of initial presentations that clinicians should be aware of when looking for signs of MS. It also recommends a number of assessments a clinician should make, including testing of vision and blood tests before referral to a consultant neurologist, who can confirm or exclude a diagnosis of MS, subject to investigation.</del></p><p> </p>

The primary diagnosis is the first of up to 20 (14 from 2002/03 to 2006/07 and seven prior to 2002/03) diagnosis fields in the HES data set and provides the main reason why the patient was admitted to hospital. ICD-10 codes used: F00-F99 mental and behavioural disorders excluding F17 - mental and behavioural disorders due to use of tobacco.</p><p> </p><p>3. HES figures are available from 1989/90 onwards. Changes to the figures over time need to be interpreted in the context of improvements in data quality and coverage (particularly in earlier years), improvements in coverage of independent sector activity (particularly from 2006/07) and changes in NHS practice. For example, apparent reductions in activity may be due to a number of procedures which may now be undertaken in outpatient settings and so no longer include in admitted patient HES data.</p><p> </p><p>4. The following code was used to identify psychiatric conditions within the A&amp;E dataset: 35 = psychiatric conditions. Please note that the recording of the diagnosis field within the A&amp;E data set is not mandatory. It is not known to what extent changes over time are as a result of improvements in recording practice.</p><p> </p><p>5. HES figures are available from 2007/08 onwards. Changes to the figures over time need to be interpreted in the context of improvements in data quality and coverage and changes in NHS practice. For example, changes in activity may be due to changes in the provision of care. Note that HES include activity ending in the year in question and run from April to March, e.g. 2012/13 includes activity occurring between 1st April 2012 and 31st March 2013.</p><p> </p><p>6. HES are compiled from data sent by more than 300 NHS trusts in England and from some independent sector organisations for activity commissioned by the English NHS. The NHS Information Centre for health and social care liaises closely with these organisations to encourage submission of complete and valid data and seeks to minimise inaccuracies. While this brings about improvement over time, some shortcomings remain.</p><p> </p>

answer text <p>The table below outlines the total number of children and young people attending accident and emergency (A&amp;E) with a diagnosis of ‘psychiatric conditions’. Row number 1 outlines the number of children and young people who were admitted to a bed within the same trust after presenting at A&amp;E in each year since 2010. Changes to the figures over time need to be interpreted in the context of improvements in data quality and coverage and changes in NHS practice.
