The UK and the EU have agreed that the UK should continue to participate in the Trust Fund until its conclusion in 2020. That agreement is explicitly reflected in the <em>Draft Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community</em> (Article 148).</p><p> </p><p>The Trust Fund’s Constitutive Agreement makes clear that non-EU donors can participate fully in the governance of the Trust Fund, with voting rights in its Board and Committees. answer	answer is ministerial correction date of answer 15/06/2018 answer text <p>We are in regular contact with the Coalition about the need to ensure that any military operations in and around Hodeidah are conducted in accordance with international humanitarian law, including on the protection of civilians, and do not disrupt commercial and humanitarian flows through the port. The Coalition have assured us that they are incorporating humanitarian concerns into their operational plans. It is vital to maintain the flow of food, fuel and medical supplies into Yemen. For their part the Houthis must not compromise port facilities or hinder the humanitarian response.</p><p>It remains imperative to resume work towards a comprehensive political settlement. Lasting peace and stability in Yemen will require dialogue and negotiation. UN Special Envoy Martin Griffiths is due to update the Security Council soon on his proposals for a negotiated settlement. In 2017/2018, our partners operating from Damascus delivered 31% of DFID’s spending in Syria. The majority of that aid was delivered to those most in need living in regime-held areas. The UK plays an active role in protecting shipping in the Bab al-Mandeb through: our support for the Combined Maritime Forces, a multinational naval partnership with a UK Deputy Commander; the presence in the region of a Royal Navy Mine Counter Measures Squadron; and the Royal Navy’s United Kingdom Maritime Trade Operations office in Dubai, which is the primary point of contact for merchant vessels in case of a security incident in the region. answer	answer is ministerial correction date of answer 12/06/2018 answer text <p>The UN assess that an attack on Hodeidah could displace up to 350,000 people and leave hundreds of thousands of Yemenis without access to basic goods, water or healthcare. 17.8 million people in Yemen already lack reliable access to food – 8.4 million of which face extreme food shortages. UN estimates suggest any long closure of Hodeidah port is likely to put over 3 million more people at risk of starvation.</p><p> </p><p>The UK government has been clear in expressing its concerns to Saudi Arabia and the United Arab Emirates about any attack on Hodeidah. We call upon all sides to show restraint, urgently de-escalate and engage in good faith in the political process. It is essential that the UN Special Envoy is given the time and space needed to facilitate a negotiated solution that avoids conflict in the city.
