It is important the Palestinian leadership continue efforts to implement fully the recommendations of the Quartet Report regarding incitement. But we are encouraged by President Abbas and the Palestinian Authority's track record, which shows a commitment to non-violence and a negotiated two-state solution. We have made clear, through our Embassy in Baghdad and our Consulate General in Erbil, the importance of protecting civilians and of Iraq's meeting its human rights responsibilities, which includes ensuring the rule of law. We welcome the commitments of Iraqi Prime Minister Abadi to investigate all allegations of human rights abuses and violations, including those committed against minorities, and to hold those responsible to account.</p><p>In March, the Minister for the Commonwealth and UN, Lord Ahmad of Wimbledon, visited Iraq including the Kurdistan Region of Iraq. We take all allegations of fraud against aid funds very seriously. These are fully investigated by our Counter Fraud Section. We have robust systems to safeguard aid money and DFID has been recognised as a world-leader in aid transparency.</p><p>It is right that we use the aid budget to help tackle corruption in developing countries. DFID publishes all confirmed fraud on its external website (<a href="https://www.gov.uk/government/organisations/department-for-international-development/about" target="_blank">https://www.gov.uk/government/organisations/department-for-international-development/about</a>), where details of substantiated fraud losses, before and after recovery actions, are shown. answer	answer is ministerial correction date of answer 29/03/2018 answer text <p>UN Security Council Resolution 2401 has still not been implemented due largely to the regime and Russia’s failure to abide by its conditions. Pro-regime forces have continued to bomb eastern Ghouta. The UN estimate that around 1,700 people have been killed there since the resolution was passed on 24 February and thousands more have been injured. The UN has reported that around 95,000 people have left eastern Ghouta. Those remaining urgently require humanitarian assistance but the UN has reported that they are still waiting for the regime to sign facilitation letters to allow them to deliver aid. Pro-regime forces have also continued to bomb Idlib and southern Syria, in and around Dar’a city, causing numerous casualties.</p><p>The UK continues to exert diplomatic pressure, including through the UN Security Council, for full implementation of UNSCR 2401. On 7 March, the Security Council discussed the situation at the UK and France’s request. On 12 March, the UK organised an informal briefing on the situation for the Security Council by Syrian opposition and humanitarian actors. answer	answer is ministerial correction date of answer 29/03/2018 answer text <p>Given the UN Compacts are focused specifically on refugees and migration, there may be limited scope to ensure the specific needs of internally displaced people are addressed within these particular frameworks. However, there should be common lessons to apply in terms of the importance of a longer term development response to displacement and we are considering other opportunities to raise the profile of the issue and galvanise international efforts in 2018. For example, the UK is supportive of the idea of a UN High Level Panel on internally displaced people to assess the effectiveness of the current response to internal displacement and galvanise further political and operational action.
