answer text <p>We have not made an assessment of the effect of prescription charges on those with multiple sclerosis. However, there are a number of prescription charge exemptions in place, in England, for which someone with multiple sclerosis may qualify. These include exemptions based on age and low income, such as certain out of work benefits and the NHS Low Income Scheme, which support those who cannot afford to pay for their prescriptions. Where someone does not qualify for exemption, Prescription Prepayment Certificates can be purchased. The 3-month and 12-month certificates allow someone to claim as many prescriptions as they need for £29.10 and £104, respectively.</p> more like this

This will offer financial protection and peace of mind to people who need care and support. In the meantime, means-tested financial support remains available for those who cannot afford to pay for care to meet their eligible needs.</p><p>The capital limits, which determine how much capital a person may hold whilst receiving means-tested financial support towards their social care, will remain at their current levels for the financial year 2016/17.</p><p>The Department plans to introduce the appeals system for adult social care in April 2020, alongside of the implementation of the cap on care costs.</p><p>Due to concerns around the potential impact, Ministers also decided to delay the implementation of Section 18(3) of the Care Act 2014 until 2020 in line with the timetable for implementing funding reform. Each CCG is expected to select three local indicators from a menu of suitable measures aligned to the Right Care programme, which sets out a clinically led methodology for improvement and reducing variation in care. This menu includes 17 mental health indicators.</p><p> </p><p>The QP scheme is a part of NHS England’s wider incentive system, including the Commissioning for Quality and Innovation scheme, which includes an incentive focussing on improving the physical health for patients with severe mental illness.</p><p> </p><p>As the QP will be retaining mental health as an indicator there has been no new assessment of the effect of removing.</p><p> </p><p>While there have not yet been any formal meetings with mental health charities about this, following the Mental Health Taskforce report, NHS England are keen to work with stakeholders-including mental health charities- to develop a new and robust mental health indicator for potential inclusion in the 2017/18 QP. This will align with the additional funding to drive improvements in ‘Improved Access to Psychological Therapies’ access from April 2017.</p><p> </p><p> </p>
