The Department and its partners will use the findings of the report to review relevant policies to improve experiences and outcomes for people with disabilities.</p><br /><p>The Care Act 2014 put personal budgets on a legal basis for the first time, including for disabled people and carers. This drives a focus on personalisation and increases opportunities for greater control and independence, so that people can choose care and support best suited to their needs.</p><br /><p>The Care Act 2014 introduced a new national eligibility threshold which enables local authorities to maintain continuity of access to support for service users who move between local authorities. This threshold is set out in the Care and Support (Eligibility Criteria) Regulations 2015, and local authorities cannot tighten eligibility criteria beyond this threshold.</p><br /><p>The Care Act 2014 contains a new duty for local authorities to provide independent advocacy to facilitate and support a person’s involvement in the care and support assessment, planning and review processes. answer	answer is ministerial correction date of answer 16/11/2015 answer text <p>The Government recognises the importance of maintaining a sustainable pool of independent social care providers to give people a choice of quality services.</p><br /><p>The Government welcomes the United Kingdom Home Care Association’s report that was published earlier in the year which made an important contribution to our understanding of pressures in the adult social care system.</p><br /><p>The overall allocation of funds to local government for adult social care that is funded by the state is being considered as part of the current spending review, and the Chancellor will make an announcement later in the month. The Government has taken into consideration demand and inflationary pressures. The standard will be refined for implementation from 2017–18. From 2017, NHSE will set a minimum proportion of young people referred for assessment or treatment that are expected to receive treatment within the standard’s timeframe.</p><br /><p>We expect that the Mental Health Taskforce report and Mental Health Five Year Forward View will set a plan for developing appropriate pathways and we will work with NHSE to agree next steps.</p><br /><p>Departmental Ministers meet with the Chief Executive of NHS England regularly and discuss a wide range of issues, including access and waiting time standards for mental health services.</p><br /><p>CCGs do not receive a specific allocation for mental health services, but are required to allocate funds as appropriate to all the services that they are responsible for commissioning. answer	answer is ministerial correction date of answer 20/07/2015 answer text <p>£1.25 billion has been made available for children’s mental health over the course of this Parliament.</p><p> </p><p> </p><p> </p><p>We, and local areas, along with our partner organisations including the Department for Education, are building on the momentum and powerful consensus generated by <em>Future in Mind, </em>the report on the work of the Children and Young People’s Mental Health Taskforce.</p><p> </p><p> </p><p> </p><p>We are making progress and are committed to taking forward both the ambition and individual proposals, backed by the additional investment. We are developing a central programme plan with a phased approach to implementation. Action underway includes:</p><p> </p><p> </p><p> </p><p>- Work to extend and expand the Children and Young People’s Access to Psychological Therapies Programme, so that by 2018, all local services will have participated in this transformative programme and it will cover additional clinical areas;</p><p> </p><p>- The commissioning of a new prevalence survey on mental health problems in children and young people;</p><p> </p><p>- Local areas have been invited to pilot joint training between schools and children and young people’s mental health services providers, to strengthen the mental health advice and support available in educational settings;</p><p> </p><p>- Improved services for perinatal mental health and eating disorders, both of which are being addressed through work this year; and</p><p> </p><p>- Plans for legislation to prevent any child or young person being put in a police cell as a place of safety during a mental health crisis.</p><p> </p><p> </p><p> </p><p>In May 2015, NHS England wrote to all clinical commissioning groups (CCGs) asking them to work with their partners from across the NHS, public health, local authority, youth justice and education sectors to develop local Transformation Plans for children’s mental health and wellbeing to reshape the way services for children and young people with mental health needs are commissioned and delivered across all agencies over the next five years in line with proposals put forward in <em>Future in Mind</em>.</p><p> </p><p> </p><p> </p><p>NHS England will shortly be publishing guidance, developed with partners across the system, to CCGs on local Transformation Plans for children and young people’s mental health, in line with the proposal in <em>Future in Mind.</em></p><p> </p> answering member constituency North East Bedfordshire answering member printed Alistair Burt grouped question UIN 7437 7438 question first answered 20/07/2015 16:43:42 answering member 1201 label Biography information for Alistair Burt

answer	answer is ministerial correction date of answer 20/07/2015 answer text <p>Following a consultation on draft regulations and guidance earlier this year we received a number of responses from across the care and support sector which called for a delay in the implementation of these reforms. Since the election we have continued to hear these concerns. During this time we have continued to work closely with the Local Government Association (LGA) and Association of Directors of Adult Social Care and there have been a number of discussions within Government and with other interested organisations to determine the way forward.
