There is no formal mechanism for members of the public to make additional voluntary tax payments. Any payments made directly to HM Treasury are treated as gifts to the Crown and are surrendered to the Consolidated Fund. Payments can also be made by the public to reduce the National Debt by making a payment to the Commissioners for the Reduction of National Debt.
