answer text <p>The Government is encouraging the production and use of sustainable alternative aviation fuels in the UK. Recent changes to the Renewable Transport Fuel Obligation (RTFO) mean that renewable aviation fuels are eligible for reward, in the form of tradeable certificates.</p><p> </p><p>Additionally, the Future Fuels for Flight and Freight Competition (the F4C) makes up to £20 million of capital funding available to projects that will produce low carbon waste-based fuels to be used in aeroplanes and lorries.</p><p><em> </em></p><p>The Government welcomes the aviation sector’s positive progress in responding to the challenge of addressing its impact on climate change, including through new and innovative projects to convert waste to jet fuel. As the new Minister of State for the Future of Transport, I am actively considering further policies that the Government can put in place to assist the long-term uptake of sustainable alternative fuels in this sector.</p> more like this

answer text <p>As part of NHS England’s financial management processes, it expects clinical commissioning groups (CCGs) with planned cumulative overspends to provide it with recovery plans. Financial recovery plans may also be requested where a CCG's financial position deteriorates during a financial year. In the past three years the number of CCGs with planned cumulative overspends has been nine in 2013/14 (with 19 actual cumulative overspends at year end), 18 in 2014/15 (19 at year end) and 22 in 2015/16 (29 forecast full year overspends as at November 2015).</p><p> </p><p>NHS England has requested CCGs submit final financial plans for 2016/17 by the beginning of April. As in previous years, those planning cumulative deficits will be required to submit or refresh recovery plans. NHS England will not be in a position to estimate the number of CCGs likely to submit recovery plans in 2016/17 until the planning process is further advanced.</p> more like this

answer text <p>The Department has been reviewing the rent arrangements NHS Property Services inherited from primary care trusts in April 2013, with a view to moving towards a more rational charging policy. It is estimated around 900 general practitioner practices would pay increased rental charges for their premises if NHS Property Services moves to market value rents. Rental costs would be reimbursable in the normal way in accordance with the NHS ‘premises costs’ directions.</p> more like this

answer text <p>There have been no discussions between Health Ministers and Harrow Clinical Commissioning Group (CCG) on this matter.</p><p>NHS England has advised us that there are already two practices offering walk-in appointments in the west of the Harrow CCG area.
