It forms part of a wider, international tactical campaign to attract visitors to Britain, and, as such, it has not taken any direct steps to promote visitor accommodation services or increase the affordability of holidays in the UK.</p><p> </p><p>It is not the role of government to promote visitor accommodation services because by doing so we would be in breach of EU State Aid regulations. In addition, all civil servants are expected to carry out standards of behaviour as set out in the Civil Service Code. Index of Multiple Deprivation (IMD) groupings have been used as a proxy for advantaged/disadvantaged backgrounds. To enable sufficient sample size to allow for robust comparisons to be made these have been combined into the lower 5 groups and the upper 5 groups.
