When a potential victim is referred to the National Referral Mechanism (NRM) and the competent authority finds reasonable grounds to believe they are victim, that person becomes entitled to support. Potential victims are entitled to support for a minimum of 45 days for recovery and reflection, or until they receive a conclusive grounds decision confirming their victim status. Since 1st February confirmed victims receive a further 45 days of move-on support to help them transition to the next phase of their lives.</p><p><br>Child victims of modern slavery are supported by local authorities under existing statutory child protection arrangements.</p><p><br>The National Crime Agency regularly publishes NRM data, including the “National Referral Mechanism Statistics End of Year Summary 2018” which was published on 20th March 2019. answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>We are identifying more victims than ever before; 6,993 potential victims were referred into the NRM in 2018, a 36% increase on the 2017 referrals.</p><p><br>We are working to continue to improve identification. As part of the package of reforms to the National Referral Mechanism, the Home Office is leading a multi-agency review to determine how to strengthen training for First Responders on identifying and supporting victims.</p><p><br>Through the reform programme of the NRM we have already improved the support victims receive. In February 2019, we extended the move-on period of support. This work was paused to accommodate changes to identification and support as part of the reforms to the National Referral Mechanism. Work on the guidance has resumed and we will publish it as soon as we are able. answer	answer is ministerial correction date of answer 21/05/2018 answer text <p>The subsistence rates for victims of modern slavery are provided to cover the essential living needs of potential victims of modern slavery. It is essential that we target support to confirmed victims at the point they need it most. The overall amount of money available for victim support will not fall, but by making these changes more money is being made available to treble the period of “move on” support, which will help people leaving victim support with their transition to other arrangements.</p><p>When considering the level of these rates, the essential needs of potential victims were assessed to be comparable to the needs of asylum seekers. This is why the tested and established methodology that has been developed to measure the level of subsistence for asylum seekers will be adopted to measure the level of subsistence for potential victims of modern slavery. Where it has been identified that victims of slavery have needs above those of asylum seekers or have additional entitlements under the Council of Europe Convention Against Trafficking in Human Beings, these needs will continue to be met within the existing Adult Victims of Modern Slavery Care Contract.</p><p>Victims will continue to receive dedicated and expert support, which is tailored to their unique needs as victims of modern slavery. This includes access to legal aid, counselling, NHS medical and dental services.
