answer text <p>The Government is committed to identifying and supporting victims of modern slavery. When a potential victim is referred to the National Referral Mechanism (NRM) and the competent authority finds reasonable grounds to believe they are victim, that person becomes entitled to support. Potential victims are entitled to support for a minimum of 45 days for recovery and reflection, or until they receive a conclusive grounds decision confirming their victim status. Since 1st February confirmed victims receive a further 45 days of move-on support to help them transition to the next phase of their lives.</p><p><br>Child victims of modern slavery are supported by local authorities under existing statutory child protection arrangements.</p><p><br>The National Crime Agency regularly publishes NRM data, including the “National Referral Mechanism Statistics End of Year Summary 2018” which was published on 20th March 2019. answer text <p>We are identifying more victims than ever before; 6,993 potential victims were referred into the NRM in 2018, a 36% increase on the 2017 referrals.</p><p><br>We are working to continue to improve identification. As part of the package of reforms to the National Referral Mechanism, the Home Office is leading a multi-agency review to determine how to strengthen training for First Responders on identifying and supporting victims.</p><p><br>Through the reform programme of the NRM we have already improved the support victims receive. In February 2019, we extended the move-on period of support. Confirmed victims now receive 45 days of move on support in addition to the minimum 45 days of support received during their recovery and reflection period.</p> more like this

answer text <p>The Police and Crime Commissioners (PCC’s) have a national anti-trafficking and modern slavery network, where members of the group meet regularly with representatives from the Home Office and law enforcement agencies.</p><p>Although no recent discussions have taken place, this issue has been previously highlighted at the national network for PCC’s and at the recent Home Affairs Select Committee evidence session on modern slavery. This was also due to be discussed at a recent meeting between the Home Secretary and PCC Mark Burns-Williamson, which was cancelled.</p> more like this

answer text <p>The Government recognises the importance of publishing guidance under s49 of the Modern Slavery Act on the identification of and support for potential victims of modern slavery.</p><p>Whilst there is no duty to consult on the s49 statutory guidance we began working closely with stakeholders across the sector on drafting the guidance shortly after commencement of the Act. This work was paused to accommodate changes to identification and support as part of the reforms to the National Referral Mechanism. Work on the guidance has resumed and we will publish it as soon as we are able. We will issue a timetable providing the detail of this in due course.</p> more like this

answer text <p>The subsistence rates for victims of modern slavery are provided to cover the essential living needs of potential victims of modern slavery. It is essential that we target support to confirmed victims at the point they need it most. The overall amount of money available for victim support will not fall, but by making these changes more money is being made available to treble the period of “move on” support, which will help people leaving victim support with their transition to other arrangements.</p><p>When considering the level of these rates, the essential needs of potential victims were assessed to be comparable to the needs of asylum seekers. This is why the tested and established methodology that has been developed to measure the level of subsistence for asylum seekers will be adopted to measure the level of subsistence for potential victims of modern slavery. Where it has been identified that victims of slavery have needs above those of asylum seekers or have additional entitlements under the Council of Europe Convention Against Trafficking in Human Beings, these needs will continue to be met within the existing Adult Victims of Modern Slavery Care Contract.</p><p>Victims will continue to receive dedicated and expert support, which is tailored to their unique needs as victims of modern slavery. This includes access to legal aid, counselling, NHS medical and dental services. This will ensure there is a fair and consistent approach for all individuals receiving similar government support.</p><p>We are working closely with The Salvation Army and the Independent Anti Slavery Commissioner to ensure that the implementation of this change is as smooth as possible, and the Equalities Impact Assessment will be published when the process for the implementation of the alignment is announced.</p>

answer text <p>Section 50 of the Modern Slavery Act confers a power on the Home Secretary to make regulations on identifying and supporting victims of modern slavery. The Act does not require the regulations to be subject to a public consultation prior to being laid before parliament.</p><p>The regulations are subject to the affirmative resolution procedure, this will provide parliamentarians, from both Houses, with an opportunity to scrutinise and debate the contents of the regulations.</p> more like this
