answer	answer is ministerial correction date of answer 14/03/2019 answer text <p>In the event of a no deal, the Government underwrite will cover the payment of awards to UK beneficiaries for all successful bids to Horizon 2020, including the European Research Council, for the lifetime of projects.</p><p><del class="ministerial">Further guidance on how the underwrite will work in practice will be published in due course.</del></p><p><ins class="ministerial">This includes Horizon 2020 grants that have been transferred to the UK before the date of EU exit. We have announced increases in public R&amp;D spending worth £7bn up to 2021/2022, and we are working with UK Research and Innovation and other key partners to develop a roadmap that sets out how government and industry will work together to reach our target of increasing R&amp;D investment to 2.4% of GDP by 2027, which would be the highest recorded level, and 3% in the longer-term. The roadmap will be published following the Spending Review, which my rt. hon. We want our education system to provide opportunities for everybody to improve their position in life. That is why we abolished the pre-existing cap on higher education student numbers and reduced barriers to entry. Everyone with the capability to succeed in higher education should have the opportunity to benefit from a university education, regardless of background or where they grew up.</p><p> </p><p>This year, record rates of English 18 year olds, including those from disadvantaged backgrounds, have entered full-time university. However, more could and should be done. That is why in our recent guidance to the Office for Students, we asked them to continue in its efforts to secure greater and faster progress in ensuring that students from disadvantaged and under-represented groups can access and successfully participate in higher education, including at the most selective providers.</p><p> </p><p>In addition, a new transparency condition requires higher education providers to publish application, offer, acceptance, non-continuation and attainment rates by socio-economic background, gender and ethnicity. It will provide greater transparency and help drive fairness on admissions and outcomes.</p><p> </p><p>Prior attainment is a critical factor, and the government has asked higher education providers to take on a more direct role in helping to raise attainment in schools as part of their outreach activity.
