answer text <p>Prison Service Instruction 17/2012 “Certified Prisoner Accommodation” which is published on the Ministry of Justice website <a href="http://www.justice.gov.uk/offenders/psis/prison-service-instructions-2012" target="_blank">http://www.justice.gov.uk/offenders/psis/prison-service-instructions-2012</a> sets out that Deputy Directors of Custody (DDCs) are responsible for determining which accommodation is not included in baseline Certified Normal Accommodation, based on operational issues and other management considerations.</p><p> </p><p>The Certified Normal Accommodation (CNA) of a prison is its uncrowded capacity. General guidance within PSI 17/2012 sets out that baseline Certified Normal Accommodation is the sum total of all certified accommodation in an establishment except, normally: cells in segregation units and healthcare cells or rooms in training prisons and Young Offender Institutions that are not routinely used to accommodate long stay patients.</p><p> </p><p> </p> more like this

answer text <p>The Transforming Rehabilitation Programme is opening up the market to a diverse range of new providers, so that we can harness the best that the private and voluntary sectors have to offer to reduce reoffending. The competition to award contracts to run the new Community Rehabilitation Companies is ongoing and in June we received bids from potential providers. We are committed to rolling out these important reforms by 2015.</p><p>The Government has been clear that we want to see a diverse market delivering probation services, rather than being dominated by just a few providers. We have set a market share restriction whereby bidders can win a maximum of 25% of market share based on the indicative contract values set out in the competition documentation. Bidders will be allowed to win multiple contracts up to the point at which their market share cap would be breached subject to meeting any other requirements set out by the Authority.</p> more like this

answer text <p>There has been a fall in numbers of young adult offenders over the last five years and it is believed this is explained by a general fall in the numbers of young people being sentenced, in particular being sentenced to immediate custody. answer text <p>The numbers of young adults in custody has been falling in recent years.</p><p> </p><p>Under the current legal framework, young adults cannot be sentenced to imprisonment or committed to prison for any reason (subject to a few exceptions). Instead the vast majority of young adults are held in Young Offender Institutions (YOIs). These are either single use YOIs or establishments that have a dual designation (designated both as a prison and a YOI).</p><p> </p><p><strong> </strong></p><p>The table below identifies the dual-designated establishments that hold young adults (aged 18-20 years old) and adults (aged 21 and over).
