answer	answer is ministerial correction date of answer 04/05/2023 answer text <p>The workforce and volunteers in our cherished heritage sector are critical to preserving our rich heritage for the benefit of future generations, and sharing it with the widest audience.</p><p>In November 2022, Historic England convened a cross-sector Heritage Skills Forum to provide a collective view of the skills challenges facing the sector, and to prioritise action to tackle them. Focusing on the longer term, DCMS public bodies are nurturing a skills pipeline to help preserve vital skills in the sector through training and apprenticeships programmes. For instance, a £4.3 million grant from The Hamish Ogston Foundation is generously helping to fund a heritage apprenticeship programme across the North of England delivered by Historic England.</p><p>The COVID-19 pandemic created a unique challenge to the sector, with many heritage professionals unable to work. To support people and organisations in the face of this challenge, HM Government delivered the unprecedented £1.57 billion Cultural Recovery Fund. This included the Heritage Stimulus Fund, which supported over 700 historic sites, allowing them to restart vital construction and maintenance projects and to preserve heritage visitor attractions. The Heritage Stimulus Fund also helped to establish a pipeline for skilled craftspeople and heritage construction.</p><p>Recent and ongoing challenges such as the rising cost of living and energy prices have created additional pressures for many heritage organisations. The Government has provided support through the Energy Bills Discount Scheme and with additional support to Energy and Trade Intensive Industries. answer	answer is ministerial correction date of answer 03/04/2023 answer text <p>The BBC is responsible for the collection and enforcement of the licence fee, not the Government. The Government expects the BBC to collect the licence fee in an efficient and proportionate manner.</p><p>The requirement to hold a TV Licence is set out in the Communications Act 2003 and the Communications (Television Licensing) 2004. The current cost of a TV licence is £159 with the maximum penalty for TV licence evasion being a fine of £1,000. The sentencing court will determine the level of the fine. MOJ statistics indicate that the average fine is around £175.</p><p>In February 2020, the Government launched a public consultation on decriminalising TV licence evasion. The responses highlighted the considerable stress and anxiety the criminal sanction can cause for individuals, including the most vulnerable in society.</p><p>The Government remains concerned that a criminal sanction for TV licence evasion is increasingly disproportionate and unfair in a modern public service broadcasting system. We will be looking at ways to ensure the BBC’s funding model is sustainable in the long-term, which will include asking whether a mandatory licence fee with criminal penalties for individual households is still appropriate.</p><p>The Government has also taken steps to support licence fee payers. This includes freezing the licence fee for two years, which aims to support households at a time when they need that support the most. The Government also introduced the Simple Payment Plan in April 2020, a flexible payment instalment scheme that allows customers to pay in fortnightly or monthly instalments throughout the year, and is available to certain customers who currently struggle to pay the TV licence fee. The pensions of widows, widowers and surviving civil partner pensions, under the Classic section of the Principal Civil Service Pension Scheme, cease if they remarry or cohabit.
