answer	answer is ministerial correction date of answer 30/04/2024 answer text <p>To prevent potholes and other defects from forming in the first place, well-planned maintenance is vital, which is why the Department advocates a risk-based, whole life-cycle asset management approach to all aspects of the local highway network. There are various key bits of guidance that the Department recommends to local highway authorities, including a 2016 Code of Practice on Well Managed Highway Infrastructure, produced by the UK Roads Leadership Group and available via the website of the Chartered Institute for Highways and Transportation.</p><p>Other guidance includes the 2019 “Potholes: a repair guide” on which the Department worked with the Association of Directors, for Environment, Economy, Planning and Transport (ADEPT), and which is on the ADEPT website. The Government provides highway maintenance and other funding to local authorities but does not collect data on how much each one spends on repairing potholes: this is a matter for each local highway authority.</p><p> </p><p>In 2023/24, the Government provided the City of York Council with £3.69 million of capital funding for local highway maintenance. This represents an increase of around 30% compared to the previous year, made possible in part by reallocating funding that would otherwise have been spent on the HS2 programme.</p><p> </p><p>The Department annually collects and publishes statistics on gov.uk that detail the condition and maintenance of the highways in England. It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. In 2023/24, the Department for Transport provided £1.3 billion of Highway Maintenance Block capital funding to local highway authorities in England outside London and the Mayoral Combined Authority areas, of which the City of York Council received £3.699 million. This includes £2.056 million of reallocated HS2 funding and is a 12.7% increase over the funding the Council was expecting in 2024/25 before the Prime Minister’s Network North announcement.</p><p> </p><p>It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. answer	answer is ministerial correction date of answer 26/03/2024 answer text <p>The Government has announced, as part of the Prime Minister’s Network North plan, that an additional £8.3 billion will be provided to local highway authorities across England over the period 2023/24 to 2033/34 to enable them to maintain and resurface local roads. £150 million of this additional funding has been made available to local authorities in 2023/24 and a further £150 million will be made available in 2024/25. This uplift, in additional to the £200 million funding increase announced in the 2023 Spring Budget, means that local highway authorities across England, including North Northamptonshire, are receiving around 30% more highway maintenance capital grant funding in the 2023/24 financial year than in the previous financial year.</p><p> </p><p>The funding is for the resurfacing of carriageways, cycleways and footways to prevent potholes and other road defects from occurring, as well as to help keep local bridges and other highway structures open and safe. It is up to the respective highway authority how best to spend it to fulfil their statutory duty under Section 41 of the Highways Act 1980.</p><p> </p><p>Motorists can already report potholes and other road defects through their respective local highway authority websites. The additional funding will enable local authorities to do more to tackle potholes and other problems reported by motorists. The Department has asked all local highway authorities to publish details of how the additional funding is being spent, and these reports should already be on authorities’ websites.
