answer	answer is ministerial correction date of answer 07/10/2019 answer text <p>The National Risk Register of Civil Emergencies (NRR) is the public-facing version of the National Security Risk Assessment (NSRA), a classified assessment of the key risks that could potentially damage the safety or security of the UK or our interests, both domestically and overseas, in the next two years.</p><p>Both the malicious and non-malicious risks included in the NSRA are based on reasonable worst case scenarios informed by the expertise of government departments, academia, private sector and the wider scientific community. The risks are assessed on a) how likely it is that the risk will occur in the next two years and b) the breadth and scale of expected impacts across a number of dimensions were the scenario to occur. Such scenarios are not designed to predict what might happen in the future, but should illustrate the types of capabilities that need to be developed to prepare for, respond to and recover from, civil emergencies.</p><p>If a risk satisfies the definition of a ‘civil emergency’ as defined by the Civil Contingencies Act 2004 and exceeds pre-defined thresholds for likelihood and impact, then it will be included in the NSRA. answer	answer is ministerial correction date of answer 07/10/2019 answer text <p>For National Security Vetting purposes, Government policy does not define the terms ‘overthrowing’ or ‘undermining’ in any manner more explicit than the terms already indicate. The question asked of vetting candidates refers to ‘political, industrial or violent means’ and this offers context for prospective candidates to understand what types of activities are being referred to.</p><p>There are too many hypothetical examples for a comprehensive list to be feasible. Each candidate is assessed on a case by case basis, giving due regard to the guidance offered by the classified Vetting Decision Framework. Where candidates disclose a potentially adverse association of any kind, assessment of their suitability to hold a security clearance will take into account:</p><ol><li><p>the nature and closeness of the association in question;</p></li><li><p>the self-stated or privately stated aims of individuals or organisations that wish to replace the United Kingdom’s current parliamentary political system; and</p></li><li><p>the assessments of relevant agencies involved in investigating or monitoring such individuals or organisations.</p></li></ol><p>An example of ‘undermining parliamentary democracy’ would be if the vetting candidate disclosed that a family member had historic links to violent extremist groups.</p><p> </p> answering member constituency Hertsmere answering member printed Oliver Dowden question first answered 07/10/2019 11:41:05 answering member 4441 label Biography information for Oliver Dowden

answer	answer is ministerial correction date of answer 30/09/2019 answer text <p>The Foreign and Commonwealth Office lead HMG policy on the Overseas Security and Justice Assistance (OSJA) Guidance. The Joint Funds Unit audit of CSSF OSJAs showed that the OSJA process was closely adhered to by programme teams. Although OSJAs are not required to be completed until after programme design is finalised, the audit found that many programme managers considered OSJA from earlier in the process, ensuring that human rights considerations were built into programmes from the initial stages.</p><p>The audit found that a number of simple improvements, such as ensuring the audit trail of approvals is completed, would help improve the quality of OSJAs across the board and better reflect the level of analysis given to human rights risks.</p><p>As stated in the answer to Question 280367, in response to the audit’s recommendations the JFU is updating CSSF programmatic guidance and the Stabilisation Unit is updating its core security and justice training for HMG staff to align with the revised guidance.</p><p>There are no plans to publish the OSJA audit or the recommendations in full.</p><p> </p> answering member constituency Hertsmere answering member printed Oliver Dowden question first answered 30/09/2019 12:20:05 answering member 4441 label Biography information for Oliver Dowden

This includes the collation and publication of data through the Race Disparity Audit. Last month (August) the Race Disparity Audit published 15 updates to existing data across a range of topics including education, housing, fuel poverty and health.
