answer text <p>Electric bikes may already be purchased through the Cycle to Work Scheme.</p><p>Officials from the Department for Transport, Her Majesty’s Treasury and Her Majesty’s Revenue and Customs are currently finalising a review of the current guidance on the Cycle to Work scheme in order to provide greater clarity and flexibility for employers on how the scheme works, and to support greater uptake of electric bikes. The Department is planning to publish the revised guidance shortly.</p><p> </p> more like this

answer text <p>The Government has recently strengthened the National Planning Policy Framework to support the take-up of cycling and walking within local development plans.</p><p>The Department for Transport is currently updating existing guidance set out in Local Transport Note 2/08 to ensure that streets are better designed to lower barriers for people choosing to cycle.</p><p>The Department has also revised the Traffic Signs Regulations and General Directions to enable the use of many innovative cycling measures, such as low-level cycle signals, a new parallel crossing for pedestrians and cyclists, and new ways of signing cycling and walking routes.</p> more like this

The ULEZ is one of The Mayor of London’s proposals to improve London’s air quality, and it is for him to manage any incentives relating to the scheme.</p><p>The Government is committed to increasing cycling and walking, and has a wide range of policies in place to support this. answer text <p>The Government’s Cycling and Walking Investment Strategy (CWIS), published in April 2017, identified £1.2 billion of funding available for cycling and walking projects over the period 2016-21. Since then, additional funding streams have been made available, including the Transforming Cities Fund, Clean Air Fund, Future High Streets Fund and Housing Infrastructure Fund. As a result, almost £2bn of funding is now projected to be invested in cycling and walking projects between 2016/17 to 2020/21 from a range of funding programmes across Government.</p><p> </p><p>The Government response to the CWIS Safety Review, published in November 2018, gave further details, including a year by year breakdown of the funding projected for cycling and walking over the period to 2021. The Department is unable to provide a detailed breakdown of funding between cycling and walking projects because in some cases funding allocations are still to be confirmed by the relevant Government Department or local body, and in practice many projects support both cycling and walking. Further investment decisions will also be shaped by the forthcoming Spending Review.</p>

answer text <p>The Appraisal of Sustainability that accompanies the Airports National Policy Statement (NPS) provides a strategic level assessment of the potential social, economic, and environmental impacts of expansion, including on noise. The Appraisal of Sustainability makes it clear that for the purposes of this strategic level assessment, it would not be suitable to produce noise contours and therefore estimate numbers of people affected below 54dB LAeq, 16 hour for the daytime or 48 dB LAeq, 8 hours for the night time. This is because variability in aircraft position in the air at these greater distances from the airport, and airport noise being closer to background noise levels, result in a lower level of certainty.</p><p> </p><p>The Airports NPS sets out specific mitigations for aircraft noise that the Government expects to see delivered. These include the applicant putting forward plans for a noise envelope which is tailored to local priorities and includes noise performance targets. The applicant will also need to develop plans for a runway alternation scheme that provides communities affected with predictable periods of respite. The Government also expects a ban on scheduled night flights for a period of six and a half hours.</p><p> </p><p>These supporting measures will be finalised through the planning process and subject to public consultation. These will then be considered by the Planning Inspectorate and the Secretary of State in determining an application for development consent.</p><p> </p><p> </p>

However, at September’s Zero Emission Vehicle Summit the Prime Minister announced a £2 million funding programme to support the uptake of e-cargo bikes. answer text <p>The Government’s statutory Cycling and Walking Investment Strategy, published in April 2017, set out that £1.2 billion of funding would be available to be invested in measures to increase cycling and walking in England over the period to 2021. The estimated contributions from local authorities and local enterprise partnerships of funding allocated from central government funds during this period are detailed in the table below. answer text <p>Ministers and officials have met regularly with Heathrow Airport Limited (HAL) since 2 February 2017 to discuss a wide range of issues relating to the operation of the UK’s largest airport, as well as the potential delivery of its expansion. This initial consultation closed on 25 May, and a further consultation on the revised draft Airports NPS was launched on 24 October 2017, closing on 19 December. A TSC report on the content of the Airports NPS was subsequently published on 23 March 2018.</p><p> </p><p>The Government is now in the process of considering the responses to both consultations as well as the TSC’s recommendations contained within their final report.</p>
