answer text <p>My Right Hon member, DECC Ministers and officials meet with energy companies on a regular basis to discuss a range of issues.</p><p>The Government shares the CMA’s concerns that there is a lack of competitive tariffs for pre-payment customers, despite the recent increase in competition from independent suppliers.</p><p>The Government is committed to ensuring that the market works effectively for all consumers, including through implementing the final recommendations of the CMA following their investigation.</p><p>In the meantime, we will continue our focus on keeping bills down through promoting competition, making switching quicker and easier and providing direct help to the most vulnerable.</p> more like this

The industry is making extensive preparations in the areas of meter procurement; in building and testing their systems, and in staff recruitment and training. answer text <p>The Government has not made an assessment of the potential effect of amending the licence conditions to enable energy suppliers to offer normative benchmark comparisons as an alternative to in-home displays (IHD), due to the lack of UK evidence that such an alternative to the IHD obligation would provide a similar range and level of net benefit. However the smart metering rules are designed to allow for provision of additional engagement tools including benchmark comparisons. These may complement the information provided by the IHD and deliver additional benefits. Some suppliers are already providing benchmarked energy consumption information.</p><p>By contrast, GB trials and international experience demonstrate that IHDs are instrumental to energy saving. The recently published findings of the Smart Metering Early Learning Project provide substantial new evidence that it is realistic to expect durable consumer energy savings of 3 per cent provided engagement is effective, and that larger savings are feasible in the future.</p>

answer text <p>The Smart Metering Programme is making good progress. Consumers are already benefiting from smart meters, through accurate bills and helping them to understand their energy use to reduce consumption and save money.</p><p>Details of some key developments since December 2013 are set out in the Government’s ‘Third Annual Report on the Roll-out of Smart Meters’, published on 11 December 2014:</p><p><a href="https://www.gov.uk/government/publications/third-annual-progress-report-on-the-roll-out-of-smart-meters" target="_blank">https://www.gov.uk/government/publications/third-annual-progress-report-on-the-roll-out-of-smart-meters</a>.</p><p>In March 2015 DECC published research showing that consumers’ experience of the early rollout has been very positive: <a href="https://www.gov.uk/government/publications/smart-metering-early-learning-project-and-small-scale-behaviour-trials" target="_blank">https://www.gov.uk/government/publications/smart-metering-early-learning-project-and-small-scale-behaviour-trials</a>:</p><p>­ 82% of customers did not have any concerns about smart metering</p><p>­ 72% were satisfied with their smart meter and In Home Display overall. Only 4% were dissatisfied</p><p>­ 89% were satisfied with the installation process.</p><p>Details of the number of smart meters installed in Great Britain are set out in the Government’s ‘Smart Meters, Great Britain, Quarterly report to end September 2014’, published on 18 December 2014:</p><p><a href="https://www.gov.uk/government/statistics/statistical-release-and-data-smart-meters-great-britain-quarter-3-2014" target="_blank">https://www.gov.uk/government/statistics/statistical-release-and-data-smart-meters-great-britain-quarter-3-2014</a>.</p><p>Over 1 million meters are operating under the Programme, which covers Great Britain. answer text <p>On an annual basis larger suppliers are required to provide the Department with a qualitative report on their roll-out strategies, including plans to engage with vulnerable and pre-payment customers. Smaller suppliers are also required to provide annual data on their plans for engaging vulnerable customers. Low income households are not defined as a separate category.</p><p>The Department also collects quarterly data from larger energy suppliers which includes details of smart meters installed and operated in pre-payment mode, and details of their plans for installing smart meters, including where those meters will be operated in pre-payment mode. The same information is collected annually from small suppliers.</p><p>Ofgem collects data from the larger suppliers on the number of pre-payment meters that have been replaced with smart meters, and from January 2016 suppliers will report on the number of customers on the Priority Services Register who have a smart meter installed. This data will be collected annually. The larger suppliers will also shortly be submitting qualitative roll-out plans to Ofgem, explaining how they plan to develop their IT systems to support the rollout of smart pre-payment.</p><p>Separately, Ofgem is reviewing suppliers’ policies and practices relating to charges for installing and removing pre-payment meters, which will also cover aspects of smart meter services. The review will also look at company practices in relation to security deposits, including for customers with smart meters. Ofgem will report on its findings in summer 2015.</p>

answer text <p>The Government has introduced regulation to ensure that there will be no upfront charges to consumers for the introduction of smart meters.</p><p>The Government’s approach to minimising costs and ensuring cost savings from smart metering are passed on to consumers is embedded in the strategy of mandating an energy supplier-led roll out. As commercial entities competing for customers, energy suppliers are incentivised to minimise costs and maximise cost savings. Where suppliers do not keep their customer offer and prices competitive, customers will be able to switch to a new energy supplier.</p><p>The Government and Ofgem are committed to further enhancing retail energy competition. To this end, Ofgem has referred the retail energy market to the Competition and Markets Authority to investigate if features of the market are having an adverse effect on competition and, if so, what reforms would make competition even more effective.</p><p> </p> more like this

answer text <p>The only expenditure relating to the Smart Metering Implementation Programme that comes from the public purse is the direct cost to Government of delivering the Programme.</p><p>This represents around 1% of the Programme’s total costs.</p><p>DECC’s budget for the Smart Metering Implementation Programme is set annually through the Business Planning Cycle and is based on the programme of work to be carried out to achieve the programme objectives. The budget is not set as a proportion of the total cost of the roll-out of smart meters. The roll-out has been designed to be led by industry, with Government taking a strategic role of oversight.</p> more like this
