answer text <p>Analysis is undertaken by industry with Network Rail being responsible for rail performance. Franchised operators have benchmarks for delays (Delay Minutes), cancellations and part cancellations (combined as Cancellations) within the Franchise Agreement. Franchised operators provide industry period (4-weekly) results to the Department against the FA benchmarks that set Moving Annual Average targets (13 rolling periods), these are monitored by the Department.</p> more like this

answer text <p>The Driver and Vehicle Standards Agency (DVSA) has recently published its five year strategy – ‘Helping you stay safe on Britain’s roads’. At the same time it also published its 2017/18 Business Plan which contains key performance indicators that contribute towards the successful delivery of the first year of its strategy.</p><p> </p><p>The Driver and Vehicle Licensing Agency (DVLA) has recently published its Strategic Plan for 2017-20, alongside its Business Plan 2017-18. DVLA’s aim is to get the right drivers and vehicles taxed and on the road, as simply, safely and efficiently as possible.</p><p> </p><p>As Sponsor of DVSA and DVLA my Department approved the content of both their strategies and business plans.</p> more like this

answer text <p>The number of participants in a diversionary course in the last five years is published by the National Driver Offender Retraining Scheme (NDORS). Their website gives the details as follows:</p><p> </p><p>2012 963,627</p><p>2013 1,017,158</p><p>2014 1,355,796</p><p>2015 1,403,555</p><p>2016 1,390,880</p><p> </p><p>We have no record of how many participants have since reoffended. However, the Department for Transport, in conjunction with the Road Safety Trust, has commissioned an evaluation of the NDORS speed awareness course, which is the most commonly awarded diversionary course. This evaluation will look at a number of aspects of the speed awareness course, including the impact of the courses on reoffending rates.</p><p> </p> more like this

answer text <p>Since the beginning of December 2016, the Driver and Vehicle Licensing Agency (DVLA) has launched no cost marketing activities to publicise the vehicle excise duty (VED) rates, which will apply to vehicles first registered from 1 April 2017. The campaign aimed towards the general public is being run across social media and is supported by messages on DVLA literature. The DVLA and HM Treasury are also engaging with vehicle manufacturers to encourage them to raise awareness with their retailers and customers on the impact of the changes.</p><p> </p><p>This initial campaign is being supported by paid for publicity activity to target potential new car buyers in the run up to 1 April 2017. This will include messages on internet search engines and on key motor trade websites. The planned cost is up to £95,000 including VAT; £8,000 was spent on the first phase in January. All communications point to a page on GOV.UK (<a href="http://www.gov.uk/newvehicletaxrates" target="_blank">www.gov.uk/newvehicletaxrates</a>) which gives further detail of the changes.</p><p> </p><p>Any paid for communications activity costing over £100,000 would be subject to central government spend controls.</p>

answer text <p>The Department for Transport (DfT) and the Driver and Vehicle Licensing Agency (DVLA) accepted four of the six recommendations made by the Parliamentary and Health Services Ombudsman (PHSO).</p><p> </p><p>The DVLA has recruited more staff and medical advisers, which has led to significant improvements in the time taken to deal with medical licensing applications. The DVLA has also introduced a service which allows motorists to notify certain medical conditions online. This system will continue to be developed and improved over time.</p><p> </p><p>The DVLA has also significantly improved communications in this area. Letters to medical professionals and customers have been re-written to make them clearer and officials have worked closely with doctors and medical professionals to publish revised guidance.</p><p> </p><p>The Department did not accept the recommendation in relation to making separate arrangements so that others can seek financial redress. The Driver and Vehicle Licensing Agency already has in place a well established compensation scheme, which conforms to HM Treasury guidelines.</p><p> </p><p>The Department also did not accept the recommendation relating to medical standards for driving. These standards are largely based in law and are devised and agreed by medical experts from six medical advisory panels to inform decisions about the health standards required for safe driving.</p>

answer text <p>The Driver and Vehicle Licensing Agency (DVLA) receive more than 600,000 medical cases every year and the majority are dealt with swiftly and correctly. A significant number of those notifications will be complex cases where drivers have multiple medical conditions or take multiple medications. Typically complex cases need further investigation, often involving the expert opinion and input of the driver’s GP, consultants, specialists and other medical professionals.</p><p> </p><p>The DVLA has recruited over 100 additional staff. This has led to significant improvements in the time taken to deal with medical licensing applications.</p><p> </p><p>It is also recruiting additional medical staff to deal with the most complex cases, which will include an additional 10 doctors and 10 nurses.</p><p> </p> more like this
