answer text <p>As this type of bicycle sharing scheme is a relatively new concept in the UK the Department for Transport does not currently have a policy on the regulation or licensing of dockless bicycle sharing companies. However, shared bicycles are subject to the same legal requirements and byelaws that already exist regarding bicycle standards and parking. The potential growth of this style of scheme means that this is an area that the Department is monitoring with interest.</p> more like this

answer text <p>Bikeability Plus has been developed to address specific barriers to children cycling more often, in addition to and support of the core Bikeability training. It was piloted in a number of areas across England. During the pilot, the number of children who cycled to school at least once a week more than doubled. During the piloting of Bikeability Plus, a number of authorities reported positive impacts on the provision of core Bikeability training. It was found that in areas where Bikeability Plus had been delivered, instructors delivering core Bikeability modules were able to spend more time on the road training children. Monitoring of Bikeability and Bikeability Plus programmes is ongoing.</p><p> </p> more like this

answer text <p>At the request of the Department for Transport, the Law Commission conducted a comprehensive review of private hire vehicle and taxi regulation in England and Wales. The ability to sub-contract private hire work across licensing authority boundaries was a recommendation of the Law Commission. Section 11 of the Deregulation Act 2015 enabled this and has allowed private hire operators to work more flexibly to meet the needs of their passengers.</p><p> </p><p>The Government is currently considering the remaining recommendations in the report, against the background of a rapidly changing industry. We will formally respond to the Law Commission and announce our intentions once that scrutiny is completed.</p><p> </p> more like this

answer text <p>Estimated Government investment in walking and cycling until 2019-20 is over £1billion. This includes funding for Cycling Ambition Cities, Bikeability cycle training, Highways England, schemes already committed in the Local Growth Fund and a portion of the Integrated Transport Block based on previous trends. It does not include the funding to be allocated through the latest round of the Local Growth Fund.</p><p> </p><p>The Cycling and Walking Investment Strategy, due to be published soon, sets out the Government’s investment of £1.1bn in cycling and walking from 2016/17 to 2020/21. Decisions on the allocation of government funding will be made by the relevant local bodies, in line with the Government's devolution and localism agenda.</p> more like this

answer text <p>The impacts on patronage, mileage and fares that are directly attributable to a quality partnership scheme – rather than influenced by other factors – can be difficult to identify. The assessment of the performance of individual quality partnerships schemes is primarily a matter for the local authorities that have introduced them and it is for them, working in co-operation with their local bus operators, to determine whether the objectives of individual schemes are being met.</p><p> </p><p>However, in autumn 2015, the Department held a number of workshops on options to reform the legal framework for bus services. Discussions at these events, and more widely, suggest that both local authorities and bus operators found that partnership schemes have usually achieved or exceeded their objectives.</p> more like this
