answer	answer is ministerial correction date of answer 08/12/2015 answer text <p>The Buses Bill will provide the powers for local transport authorities to franchise their local bus services subject to agreement from Government. It will allow local transport authorities to replace the current deregulated bus market with a system of contracting, whereby the authority specifies the services or outcomes they are looking to achieve and bus companies bid to provide those services.</p><br /><p>The final content of the Bill is still being developed, but the process through which the franchising powers are exercised is likely to differ from that set out in the Quality Contract Scheme process. The intended outcome of franchising is similar to that of a Quality Contract Scheme, although there are likely to be some differences. answer	answer is ministerial correction date of answer 09/12/2015 answer text <p>The Department for Transport published the Roads Investment Strategy in December 2014, which set out plans to invest £15 billion in England’s motorways and major A roads between 2015/16 and 2020/21. Highways England subsequently published a Delivery Plan in March 2015, which outlined how this investment would be delivered across various projects. We have also received representations in meetings with the Freight Transport Association, the Road Haulage Association and Unite the Union.</p><br /><p>We are concerned by suggestions that a lack of suitable, affordable facilities is one of the factors leading to the current shortage of lorry drivers. Vauxhall are continuing their action of notifying owners of Zafira's, requesting the return of the vehicle to a franchised dealer for inspection of the heating and ventilation system.</p><p>DVSA have a forthcoming meeting with Vauxhall to evaluate early evidence from the fire damaged vehicles and those vehicles examined as part of the pro-active action. answer	answer is ministerial correction date of answer 08/12/2015 answer text <p><strong></strong></p><p>Currently, as part of roadside encounters the Driver and Vehicle Standards Agency (DVSA) require drivers of Passenger Service Vehicles (PSV) to produce a driver qualification card (DQC). If a driver fails to produce their DQC they will generally be issued with a fixed penalty of £50, this must be paid within 28 days (for drivers with a satisfactory UK address). The driver can, however, choose not to pay the penalty and take the matter to the Magistrate’s court. Also if a driver fails to pay the fixed penalty within the 28 days they will be summons to appear before the Magistrates.</p><p><strong></strong></p><p>For the period of 1 April 2013 – 31 March 2014, 99 offences for Driver Continued Professional Competence (CPC) were recorded at the roadside. Of those, 68 resulted in a fixed penalty being issued, totalling £3,300 in fines. The fixed penalties were issued because the driver failed to produce evidence of training or exemption by not carrying their DQC.</p><br /><p>For the period of 1 April 2014 – 31 March 2015, 166 offences for Driver CPC were recorded at the roadside. Of those, 119 resulted in a fixed penalty being issued, totalling £5,950 in fines. answer	answer is ministerial correction date of answer 02/12/2015 answer text <p>My Department does not hold this data, as decisions about the provision of bus services that require subsidy are a matter for individual English local authorities, in the light of their other spending priorities. Latest figures (2013-14) show that almost £74 million was spent by local authorities in the North West of England doing so.</p><br /><p>The majority of public funding for local bus services is via block grant provided to local authorities in England from the Department for Communities and Local Government.
