This funding can be used to fix potholes and improve the condition of the rural road network depending on the priorities and needs of the respective highway authority.</p><br /><p>The following weblink provides information on how much funding is to be allocated between now and 2021 to local highway authorities for local highways maintenance. answer	answer is ministerial correction date of answer 22/10/2015 answer text <p>As part of the Autumn Statement 2014 and the Roads Investment Strategy for 2015-2020, the ‘A417 Missing Link’ has been included as an improvement scheme for the South West. During this Road Period Highways England (HE) is preparing this scheme ready for delivery in the next Road Period, 2020-2025. The scheme will be designed to remove the congestion and safety problems between Cowley Roundabout and Crickley Hill.</p><br /><p>The scheme is currently nearing the end of the pre-options stage. To date HE has investigated the viability of scheme solutions. This included engaging consultants to review the traffic modelling for the area and to assess the environmental and economic impacts and constraints. The benefits and risks of the various options have been captured and cost estimates for the options prepared. Highways England have been working closely with key stakeholders on the options including Gloucestershire County Council, Cotswold Conservation Board and the Gloucestershire Local Nature Partnership. answer	answer is ministerial correction date of answer 16/10/2015 answer text <p><strong></strong></p><p>In the UK, the Vehicle Certification Agency conducts tests on vehicles and components to ensure they meet the minimum standards required by European and UN-ECE legislation.</p><p>Emissions tests are carried out to determine that the level of pollutants emitted from a vehicle is below the required limits. The test is a laboratory based test under controlled conditions in order to achieve repeatable results.</p><p>The Department for Transport recognises the current test cycle for emissions is outdated and no longer represents normal driving patterns. Discussions have taken place over recent years to replace this with an updated more relevant laboratory test. The Department anticipates this will be implemented from 2017. In addition, a new real world driving emissions test is being implemented to ensure emissions in normal driving comply with the legal obligation. These new tests will remove the ability of car manufacturers to falsify test results.</p><p>All new vehicles are tested in accordance with EU law to ensure that they meet the legislated requirements for emissions. This is being conducted on a fair and transparent basis using criteria agreed with Highways England’s stakeholders. The section of the M60 adjacent to Thompson Close is one of 2,500 locations being reviewed. Highways England will write to the Hon. answer	answer is ministerial correction date of answer 15/10/2015 answer text <p>Operators of bus services serving educational establishments are entitled to claim BSOG for these services as long as they are also available for members of the general public to catch. However, “closed” bus services – used only by students and staff of educational establishments, and from which the wider public are excluded - are not eligible for BSOG. When it came to our attention recently that some operators may have submitted claims for closed bus services the Department wrote to all operators claiming BSOG in England reminding them of which educational services are eligible for the grant. We will take strong measures where operators claim for such ineligible services in future. We look to the relevant local authorities and Local Enterprise Partnerships (LEPs) in the Transport for the North partnership, in developing a comprehensive transport strategy for the North of England, to decide whether to engage with the Scottish Government and other stakeholders on the commissioning of such assessments.
